Approach • Federations identify priority list of publishers • Identify decision-makers (business and technical) • Arrange meetings with publishers and representatives from other federations • Follow-up with further information & assistance
What works? • Stating the business case and benefits: • Improved user experience • Single sign-on (increased use of resources) • Personalisation though attributes • More secure – users less likely to share institutional identity
What works? • More choice and flexibility • No tie-in to one provider for software and support • Freely available open source software • Based on International standards • Interoperable with other systems • International support (economies of scale)
What works? • Collaboration with other federations • Process & timescales for joining the UK Federation (end of funding for Athens) • Costs - joining the federation and using open source software free at point of use • Clause in licence agreements re: joining the UK Federation
The picture so far • All publishers with JISC or Nesli2 licence agreement have been contacted • Positive meetings with top 20 publishers • 9 smaller publishers (mostly UK based) have indicated they will join the UK Federation • UKSG Conference – opportunity to meet with publishers to discuss joining the UK Federation
Some issues • Data protection and other legal aspects of agreements – publishers want us to identify similarities/differences between our different federation agreements • Publishers who don’t use Athens or are not Athens-UK Federation gateway compliant • Publishers (mostly small or niche) which don’t have JISC or Nesli2 agreement – how to get them signed up
