  1. IC-ENC • IC-ENC became operational in July 2002. • It is one of the 2 RENCs created after the break-up of the original PRIMAR. • The PRIMAR member HOs were presented with 2, very different, alternative RENC models.

Description of IC-ENC • A RENC in accordance with WEND Principles. • An organisation created and controlled by its members and operated for them by the UKHO. • A low cost, “Not for Profit” organisation. • A cost effective distribution system through Value Added Resellers. No direct end user service. • Promotes the “One Stop Shop” concept. • Simple IT infrastructure. • Centre of excellence. Emphasis on data QA and consistency.

  3. Mission To deliver to its members a cost-effective service designed to meet the needs of the users by providing high quality, fit-for-purpose ENCs that comply with IMO and IHO standards, and which are delivered to users within integrated and user friendly ENC services.

MAIN FUNCTIONS • Acquisition of ENCs from Members. • Quality Assurance of ENCs + updates: • Validation tools error message assessment • ECDIS loading checks • Data consistency / usability checks • Feedback and support for Members. • Database management. • VAR appointment and management. • Supply of ENCs to VARs. • Revenue collection.

  12. Cells and Units • Cell sizes vary. • Could lead to differential pricing. • Mariner is familiar and happy with the “Paper Chart” in terms of: • Coverage • Value for money • IC-ENC therefore groups cells into paper chart equivalent Units.

  13. Pricing • IC-ENC is operated on a “not for profit” basis. • Operational costs are funded through a deferred cost recovery mechanism. • IC-ENC retains a fixed amount for each ENC unit that it sells to its VARs. • This fee is capped at $5, so an HO that sets a wholesale price of $12 will receive $7 for each sale that a VAR makes.
