Set up native land courts • Run by Pakeha judges. • Aim to individualise Maori land and do away with communal title- A divide and buy policy. • Removed Crown pre-emption which put greater Pakeha pressure on Maori to sell • Up to 10 names on the land title deed. Those listed could sell. From 1873 the courts entered the name of every person to which the land was awarded, but this resulted in fragmentation of land into small uneconomic blocks. • Maori had to pay the costs of surveys of land to be sold.
