Top-level Priorities of the AMP • Implementation of Aeronautical Meteorological Personnel Competence Standards • Support to Members in Implementation of QMS • Development of Meteorological Services in the Terminal Area (MSTA) with user feedback • Trial SIGMET advisories • Improved detection and forecasting of Volcanic Ash

  3. Competency Standards for Aeronautical Meteorological Personnel (AMP)(11.6.2 – 11.6.8) • EC-LXII approved AMP Competency Standards - more in line with Civil Aviation “culture” of job competency and licensing • Successful development of Competence Assessment Toolkit (CAT) by CAeM TT-CAT • Requirement for MET services to achieve AMP Competency Standards by 1 December 2013 • Focus on distance learning, Computer Aided Training • Thanks to Canada, US COMET program

  4. Quality Management System (QMS)(11.6.10) • Pilot Implementation project for Tanzania Met Agency successfully completed • Documentation and Templates made available to Members on Web site and in series of workshops- Thanks to FMI, AEMET, Canada, Russian Federation and ICAO for organizing events • Support provided by Secretariat and Members – additional requests suggested to be on “twinning basis” • WMO-49 Vol IV (final draft) & WMO-1001

Trial SIGMET advisories(11.6.13 – 11.6.14) • Long-standing deficiencies in SIGMET issuance and formatting recognized • Trial being conducted by ICAO, involving three selected regional centres (China, France and South Africa) • Provides SIGMET advisories with a view to improving level of compliance of SIGMET • Initial monitoring shows some improvements

  6. MET Support for Volcanic Ash(11.6.15) • Joint WMO-IUGG VA Scientific Advisory Group (VASAG) established, playing a key role in ICAO IVATF • Meetings held, several workshops conducted, significant progress achieved • Input for forthcoming IVATF-2 consolidated

  7. Meteorological Services in the Terminal Area (MSTA)(11.6.16 – 11.6.18) • Requirement for accurate and detailed weather services for high-density air space and terminals • Support Global ATM, Performance Based Air Navigation (PBN), reducing weather delays • Standardization of services avoids costly duplication of efforts • Regional and sub-regional cooperation effectively supported by MSTA

  8. Other AeM Developments • Need for net-centric, system wide information management – Weather Exchange models based on industry standard forms of data representation • Space weather services (with CBS) • Re-structuring of ICAO Annex 3 & possible development of new Procedures for Air Navigation Services, Meteorology (PANS-MET)

  9. Resolution 11.6/1 (Cg-XVI) • AeMP is a high-priority programme that should be suitably resourced • Need to address requirements of aviation stakeholders • Need contributions from Members, EC and RAs (regional groups) • Multi-agency partnership and collaboration (including ICAO, ASCENA, IATA, IFALPA, IFATCA)
