  4. 1. Introduction. • In the year 1960, there was no computer installed in Thailand, Singapore and Malaysia. • July 1960, HM the King provided IT inspiration for Thailand by visiting IBM factory at San Jose, California. 4

  6. Introduction (Cont.) • HM the King’s Vision in visiting IBM at that time is a major inspiration for Thailand to think about using computer • in social and economic development • of Thailand to be at par with developed countries. 6

  7. Introduction (Cont.) • An institution which followed HM • the King’s lead was SEATO • Graduate School of Engineering • at Chulalongkorn University • which later became AIT. 7

Introduction (Cont.) • The initial stage of computerization in the Thai public sector started in 1963. • Two mainframe computers were first installed at the National Statistics Office for processing census data, and at the Faculty of Commerce and Accounting in Chulalongkorn University for education programs. Soon after, computerization in the Thai public sector were established and quickly expanded. 8

  12. 2. eASEAN and eThailand • In Bangkok on August 8, 1067, • ASEAN (Association of South East Asian Nations) • was established with 5 member countries. 12

  14. eASEAN and eThailand (Cont.) • Brunei Darussalam joined on 8 January 1984. • Vietnam joined on 28 July 1995. • Laos and Myanmar joined on 23 July 1997. • Cambodia joined on 30 April 1999. 14

  15. eASEAN and eThailand (Cont.) • In September 1999, eASEAN project was initiated with eASEAN Task Force as a high-level public-private sectoradvisory body to develop a broad-based and comprehensive action plan. 15

  16. eASEAN and eThailand (Cont.) • Prof. Dr. Srisakdi Charmonman was named a member form Thailand in his capacity as the Project Manager of the eCommerce Pilot Project of the Ministry of Commerce and the Founder and Chairman of KSC, • the first and the largest Internet Service • Provider at that time. 16

  17. eASEAN and eThailand (Cont.) • ASEAN was the first to create a regional ICT development initiative . • As a matter of fact, after the establishmentof eASEAN in 1999, eEurope was created in the year 2000, and eAPEC in 2002. • eASEAN was also ahead of the G8’s DOT Force and the UN ICT Task Force. 17

  18. eASEAN and eThailand (Cont.) • In June 2003, ASEAN initiated another project called “eABC (eASEAN Business Council)” which was formally established in 2004. 18

  19. eASEAN and eThailand (Cont.) • The Ministry of Information and CommunicationTechnology appointed • Prof. Dr. Srisakdi Charmonman • the Head of the Delegation from Thailand and later he was voted Chairman of eABC. 19

  20. eASEAN and eThailand (Cont.) • With the encouragement of ASEAN for all member countries to promote the utilization of the Internet, eThailand was initiated in the first Nation IT Policy of Thailand, called “IT 2000” which was approved by the Cabinet in the year 1966. 20

  21. eASEAN and eThailand (Cont.) • IT 2000 includes 3 pillars • - National Information Infrastructure. • - Human Resource. • - Good Governance. 21

  22. eASEAN and eThailand (Cont.) • IT 2000 included 3 main pilot projects • - SchoolNet to provide Internet accesses to schools. • - GINet to develop Government Information Network. • - ITlaws to draft IT laws or Cyber Laws to submit to Parliament to provide legal framework to support IT applications in Thailand. 22

  23. eASEAN and eThailand (Cont.) • IT 2010 was developed as a second phase • of Thailand National IT policy. • The main purpose is to move Thailand into the Knowledge-Based Economy (KBE) • and Knowledge-Based Society (KBS). 23

  24. eASEAN and eThailand (Cont.) • IT 2010 was approved by the Cabinet in March 2002. • It recommended five strategic flagshipsfor Thailand. 24

  25. eASEAN and eThailand (Cont.) • eGovernment as the main driver for the five strategies, followed by:- eCommerce and eIndustry for the information economy or the Knowledge-Based Economy.- eSociety and eEducation • for the Information Society • or Knowledge-Based Society. 25

  26. 3. eGovernment. • eGovernment includes:- public service delivery thru the Internet - legal infrastructure to support the usage of the Internet. • Thailand has made many progressesin the sense of providing government services thru the Internet. 26

  27. eGovernment (Cont.) • In some countries, such as Singapore “eCitizen” is used to stand for “eGovernment”i.e “eCitizen” in Singapore is the gateway • to all government Singapore. 27

  28. eGovernment (Cont.) • With IT 2000, the Thai Governmenthad pushed for all agenciesto implement eGovernment. • The Government had spent approximately 90,000 million baht (about 2,600 million US$) for eGovernment project during 2001 – 2006. 28

  29. eGovernment (Cont.) • In 2002, the Ministry of Information and Communication Technology was established. 29

  30. 3.1 eRevenue • The first example of eGovernmentin Thailand is eRevenue for filing income tax returns thru the Internet. • About 80% of those who have to file income tax returns at the beginning of 2007 used the Internet. It should be noted that the 80% figure is larger than that in other countries. 30

  31. eRevenue (Cont.) • The Goals and Objectives of eRevenue • - Create service oriented organization by providing professional services to citizens to improve efficiency and fairness in tax collection by increasing utilization of modern information technology. 31

  36. 2) VAT Refund for Tourist Info. • Providing information of business which have joined VAT refund for tourists scheme. • This is to prevent forging of tax invoices which can effectively increase tourists’ confidence in Thai business. 36

  38. 3) VAT Registrant Info. • Providing comprehensive information of taxpayers who are Value-added tax registrants. • This will help a business to verify whether its partner can legally issue tax invoice in accordance with the tax law in order to check if the tax invoice receivedis legal. 38

  40. 4) VAT Exempted Jewelry Business Info. • Providing information of jewelry importers registered with the Revenue Department, who are exempted from VAT. • Local and foreign business can use such a service to verify the existence and the exemption rights of its trading partners. 40

  41. VAT Exempted (Cont.) • This is useful for the Customs Department to verify the information with the taxpayer and checking VAT exempted companies,thereby making VAT collection. 41

  43. 5) Personal Income Tax Calculation. • Providing an automatic calculation of Personal Income Tax: • - Expenses. • - Allowances. • - Amount of Tax Payable. 43

  44. 6) Tax Collection Summary Info. • Providing information on the total tax collection of the Revenue Department from all tax types and tax return forms. • Such information may be used by government agencies in designing policiesand analyzing current economic situation. 44

  46. 7) Joint Venture and Foreign Company Info. • Providing information of Joint Venture company and juristic body incorporated • under a foreign law company. 46
