    2. The background to Individual Budgets – builds on the work on DPs and In Control. I have stressed the cross government nature of the pilot programme but for us it is important for us that we are working hard to involve key stakeholders.     7. Some people have said that why we need the IB approach is self evident and we should spend less effort on ‘selling’ and more time on promoting implementation. Do you agree?
