  5. Most Recent Undertaking • Homeland Security Strategy for ODP • Requirement for Funding • Little to no guidance: Strategy Development Tool. • 50 States/4 Territories, No two looked alike

  6. Statewide Template Initiative • Sent to States in March 2003 • Embraced by Iowa, Summer of 2003 • Converted into “Iowa” Initiative • Became a good foundation for our current plan • Helps indicate measures of success.
