Draft MOUUCB/AS/NTHU Summary to University Senate 11 January 2005
Exchange Programs • Faculty & Postdocs – exchange, all fields • Dual PhD Program – all fields • Two supervisors, one student, joint project • Satisfy UCB Requirement, award UCB PhD • Satisfy NTHU Requirement, award NTHU PhD • Summer Session, NTHU Undergraduates • Core courses taught by NTHU professors (with added compensation) • Students who attend 3 full sessions can graduate in 3 years • Total NTHU students in residence in summer: 1000
Physical Infrastructure for NTHU Personnel • Two half-floors of New Cambell Hall (5 yr) • Immediate rental in downtown Berkeley • Dormitory space for students in summer • Co-develop Richmond Field Station (3 yr) • Build or rent dormitories for NTHU visiting faculty and other personnel in Berkeley/Richmond area. Initial estimate 30 faculty members per year.
Mirror Site in Jhudong • Forty hectares to be deeded to Tsing Hua by Hsinchu County on 12 Jan 2005 • Tsing Hua Labs • Space allocated to UCB for 5 years, renewable indefinitely, to be furnished and equipped at UCB expense
California Costs • One-time capital costs of 2 half-floors of New Cambell Hall, actual cost of constructing space plus 6 million USD = 0.8 billion NTD? 50 years occupancy. (Compare with AS deal with NTU.) • One-time cost of equipping nano/info/bio labs: 0.3 billion NTD? • Co-occupancy of rented space in Richmond Field Station: 0.5 million USD per year = 0.1 billion NTD for 5 years? • Rental of downtown Berkeley office space = 0.3 million per year = 0.05 billion NTD for 5 years? • 1000 summer session undergraduates who pay California tuition and (negotiated) dormitory fees = 0.15 billion per year?
Funding • Cost of New Campbell Hall construction: private donations which President Lee will raise. • Graduate student support for dual PhD program: special university-university program to be supported by NSC at 0.15 billion NTD for first year. • Undergraduate students: NTHU alumni interested in supporting with scholarships • Support for NTHU faculty and postdocs – NTHU responsibility. • Operating funds from government probably means opening up program to other universities.
