JAR OPS3-517 status of the modification process • Since three years a lot of work has been performed within HSC to modify OPS3-517 in order to make demonstration work for operations with exposure acceptable by Authorities, Operators and Manufacturers. • Through NPA 38 OPS3-517 and associated Appendix and AMJ has been deeply modified in order to reach an HSC agreement (agreement achieved in Las Vegas meeting 02/2004)
JAR OPS3-517 (b) : alleviation to 3-517(a) • After 31 March 2005 operations with exposure under 3-517 (b)(at amendment 3) (alleviation to 3-517(a)) will no more be authorized. • Nevertheless the reason why the modification process of OPS3-517 was engaged three years ago (see previous slide) remains. • There is a high risk of blocking, due to the fact that NPA38 is not already transfered in the rule • Proposal to come out of this dead end: • 1/ Use NPA38: • as an equivalent safety to OPS3-517 (at amendment 3), should be acceptable by all the parties because it is the result of an internal HSC agreement, • give NPA38 an “official existence” (by putting it on OST agenda very very soon ?) • 2/ Postponed 31 March 2005 deadline • Note: first proposal will give enough “official” existence to NPA 38 to guarantee that it will be taken into-account by EASA in the writing process of OPS IR
