1 Needs for Change The licence holder privileges and the depth of knowledge JAR-FCL 2 appears to have been developed for the offshore business interests where multi-pilot helicopter operations are common, but for the majority of European Helicopter Operation it does not fit the needs of the industry, as the theoretical knowledge training levels of JAR-FCL 2 are too high: - Many European helicopter pilots do not need to hold the ATPL. The current level of CPL(H), based on the CPL(H) + IR = ATPL(H) concept, is considered too high for those professional helicopter pilots that are only being operated as single pilot helicopters under VFR. - In some countries, the helicopter pilots want to fly multi- pilot helicopters without the need to hold an IR, as stated in ICAO Annex 1 (ATPL(H) / VFR licence).

3.2. Differences between JAR-FCL 2 and JAR-FCL 1 JAR-FCL 1 CPL(A) and ATPL(A) TK requirements are at different levels. JAR-FCL 2 CPL(H) and ATPL(H) TK requirements are at the same level (except for the IR part): “CPL(H) + IR(H) = ATPL(H)” Reference: JAR-FCL 2.285(a): “(…) The holder of a CPL(H) and IR(H) satisfies the knowledge requirements for the issue of an ATPL(H)”

4 New Concept Aeroplane / Helicopter Theoretical Knowledge In view of the terms of reference, the LSST(H) decided to adopt the following concept: CPL(H) should be at the level required for CPL(A) theory IR(H) theory is intended to be equivalent to IR(A) theory The equation CPL(H) + IR(H) is not equivalent to ATPL(H) theory anymore The existing CPL(H) theory becomes ATPL(H) / VFR theory ATPL(H) / VFR + IR(H) theory should be at the level required for ATPL(A) theory

6 Advantages of the Proposal The proposal will align JAR-FCL 2 with both ICAO Annex 1 and JAR-FCL 1 Possibility for Students/Industry to profit as much as possible from existing Aeroplane courses, reducing the need of specific Helicopter only ground instruction time Provision of a reasonable CPL(H) for single pilot VFR operation Harmonisation of administrative examinations procedures between (A) and (H), e.g. exam length, distribution and number of questions, will ease the management of examination sittings and examination papers The proposed changes will facilitate bridging between (A) and (H) and vice versa
The main changes - New definition of a Multi-pilot Helicopter - Theoretical exams both for aeroplane and Helicopter - New ATP(H) / VFR and CPL(H)/IR integrated courses - Revalidation for single turbine helicopter MTOW 3175KG - For a first muti engine helicopter, to follow 020 and 030 of ATPL(H) theoretical course -New appendix for Minimum flight instruction requirements for type Rating courses (initial issue and additional types) -New format of subpart H (Instructor Rating) and including the STI (H) _Up dating of IEM n°4 to JAR-FCL 2.055: Overview of Synthetic Training credits for dual instruction
