    2. Local Immigration Teams - background The creation of LITs is a public commitment made within “Enforcing the deal” This is a 3 year rolling programme - it went live in January 2009. By 2011 Local Immigration Teams will have been rolled out across the UK. The exact constituents of each LIT will vary depending on local requirements. The East Midlands LIT is the first in the Midlands & East region.

    3. LITs –Key Tasks Among the key tasks of a LIT are the following: To enforce the ‘contract’ with newcomers to the UK, focusing on the prevention and disruption of illegal activity and the arrest of offenders. To gather and manage information and intelligence. To undertake workplace enforcement activity – working closely with employers and colleges. To liaise with the local community – working closely with community leaders, police, local government and other agencies to address community concerns on migration

    4. Where should the LITs be placed? Data-sets were collated across UKBA during 2008 These assessed; Harm cases i.e. criminal activity, victims of trafficking etc Successful enforcement operations Offenders encountered Police referrals Supported asylum cases Sponsor licensing applications Stakeholder engagement These measures helped to identify the workflow pressures that existed within the regions and informed the decision-making process in deciding the location, size and functionality of LITs across the UK.

    6. East Midlands LIT Area covered - Leicestershire, Nottinghamshire and Derbyshire. Why East Midlands? It was selected to deliver the first LIT as it already had the components parts required to make up an effective Local Immigration Team East Midlands went live on 26th January 2009

Housing in the East Midalnds Numbers in UKBA accommodation in the East Midlands on 15.3.09 S95 S4 City Singles Family Singles Family Total Leicester 106 371 384 156 1017 Derby 24 182 75 103 384 Nottingham 91 421 211 138 861 East Midlands Housing Providers: Nottingham City Council Priority Properties Refugee Support (part of Metropolitan Housing Trust) Accommodation is provided under a 5 year contract with the Home Office which specifies the standards of service and accommodation from 2006-2011 Within the contract Housing Providers are obliged to adhere to all relevant law on housing standards in order to be fit for purpose for the contract Housing Providers are responsible for the inspection and maintenance of their own properties The UKBA Midlands and East Contract Compliance Team Audit housing providers’ processes and procedures to ensure that they are compliant Inspects properties Liaises with local authority property standards officers

    8. Crime Partnership – Operation Rebutia Operation Rebutia - a joint UKBA/police initiative to target those causing most harm. Teams of police officers and immigration officers in Derby, Nottingham and Leicester (also in Boston and Towcester). Targets are individual foreign nationals who are causing harm. The teams have the option to either prosecute or remove the offender from the UK. Targets are also organised crime rings who are involved in trafficking for sexual or labour purposes.

    9. Operation Rebutia Cases of interest: Operation Ruby – a human trafficking operation where EU nationals were being brought to the UK for labour exploitation. In partnership with the United Kingdom Human Trafficking Centre (UKHTC), Gangmasters Licensing Authority (GLA), HM Revenue and Customs officials, Department of Work and Pensions (DWP), Northants Police and Operation Rebutia officers. Charges have been brought against 8 people. Ongoing. Operation Camtosaurus - UKBA-led multi-agency illegal working operation that took place on Tuesday 8 July 2008, in partnership with the UKHTC, GLA, HMRC, DWP, Derbyshire Police and Operation Rebutia officers. The company was served with Notice of Potential Liability of Ł170,000.
