Institutional Cooperation Instrument (ICI) • enables the launch of twinning projects between public sector agencies in Finland and a developing country • typically fairly small projects (below 500.000 €) and focus on capacity building • new Finnish Development Policy published in 2007 highlights the need to use Finnish expertise, including public sector agencies, in development cooperation in novel and innovative ways • Funded directly by the Ministry for Foreign Affairs (MFA) of Finland • FMI currently manages 8 ICI projects, 1 submitted and 4 under preparation Finnish Meteorological Institute
ICI Focus • meant for development cooperation between an agency from a partner country and a Finnish government agency, which are engaged in similar tasks and share similar interests • targeted towards capacity-building activities which have at least one year timeframe • not meant for financing single conferences or events • Focus on sustainable development – must have a long-term benefit Finnish Meteorological Institute
The Project Objective: Adaptation to Climate Change by reducing risks for the loss of life and property caused by severe weather and extreme climate events in the Central Asian societies Project Purpose: Increased capacity of Uzhydromet and other National Meteorological and Hydrological Services in Central Asia to produce sustainable and end-user driven public and private services Finnish Meteorological Institute
How we measure success • Uzhydromet modernisation started • Improved regional cooperation between Central Asian countries in the field of hydrometeorology • Visibility and relevance of Central Asian NMHSs in Climate Change adaptation increased • Improved facilities for regional training in hydrometeorolgy for Central Asia Finnish Meteorological Institute
Results • Improved capacity of the managers and key staff of the CA NMHSs to build a sustainable development strategy based on state-of-the-art infrastructure and end-user needs • Improved capacity of Uzhydromet to provide regional hydrometeorological training to CA NMHSs • Improved service delivery capacity of the CA NMHSs Project Budget • ~500 000 € over two years Finnish Meteorological Institute
Main Project Activities – result 1(strategy) • Organising a workshop on the “Role and opportunities of National Meteorological and Hydrological Services - From vision to strategy” • FMI support to Uzhydromet on updating its modernisation and development strategy Finnish Meteorological Institute
Main Activities – result 2 (regional training) • FMI Fact finding mission to support planning and development of the RTC • Upgrade of the regional training centre with modern measurement and training equipment • Planning of strategy, training plan, pilot training workshops and training the trainers Finnish Meteorological Institute
Main Activities – result 3 (service delivery) • Weather Forecaster Training • Technician and ICT expert Training Finnish Meteorological Institute
Project with strong regional focus • The FINUZ Project will cover all travel costs for training workshops to all participants from the Central Asian countries • Training will be held at the WMO Regional Training Centre in Uzbekistan with cooperation of the WMO • Interpretation will be available and most workshops will be organised in Russian • You can influence the contents of the workshops, training is organised to improve your capacity • First events will take place in Sep-Nov 2011 Finnish Meteorological Institute
