Strategic plan: key theme The new policy, planning and funding environment for public services The Scottish Government has brought about a radically different policy, planning and funding environment in which providers of care and support services will operate, based on the attainment of national outcomes
Strategic plan: key theme CCPS needs to respond by: supporting members to understand and respond to the new ‘localism’ heralded by the concordat with local government (including single outcome agreements and community planning partnerships)
The story so far… • Briefings, presentations, bulletins, Info Digest items, etc, on concordat, SOA development • Analysis of all 32 SOAs, with detailed information on content and policy commentary • Sessions at membership meetings and conference • Involvement of staff/members in relevant events and consultations • Engagement with other initiatives, eg. SCVO
Survey of CCPS members • 90% of our members were not approached to contribute to SOA process • 25% tried anyway, but saw little impact • 84% had read some or all SOAs • 76% expected SOAs to change relationships • 50% are developing a strategy to engage with councils through SOAs • 45% already have a route into community planning • 77% would engage if route were available
Strategic plan: key activity “develop/refine policy on how best to support provider representation in local areas, on SOAs, funding and related issues”
Supporting local activity • investigate existing routes ‘in’ • facilitate communication between members locally • continue to respond to specific local issues …but not (at this stage) creating local CCPS groups
