  1. A Strategic Approach to Training • We want to position ourselves for comparative strength in the Public Service • Our target date is about 8 to 10 years from now, when you should be making, at least potentially, your greatest impact. • Our analysis must include domestic as well as potential external circumstances.

  2. A Strategic Approach to Training • We will look only at the training implications in terms of positioning vis a vis the trends of Globalization and Regionalization • Our focus is the Public Sector • Our target is the Training Agenda.

  3. Internal Scan • What are our strengths and weaknesses right now (re. Globalization and Regionalization)? • Consider this at all levels of the Public Service • What circumstances were these services designed to handle?

  4. External Scan • What external trends are likely to become most significant in shaping the context in which the USA has to remain prominent? • What form will these trends take?

  5. Alternative Scenarios for Positioning • What are our realistic options, when you put the internal and external scans together so that we position for strength (not simply military strength)? • Start with geopolitical options—what should be the US’ place in the world? • What do these options entail as priorities?

  6. Strategic Choice • Which option do we feel is the most reasonable and realistic one? • Remember that options can be proactive (to change the world) as well as responsive (to react to a changing world) • We can’t do everything, so we need to take a calculated risk on a specific course of action. • This has to include: a) Is there the public will to support this politically? b) Is there a political climate that is willing to incorporate the time frame?

  7. Iterative Element • What feedback devices are you envisaging to ensure that this chosen strategy remains relevant and most significant?

  8. The Training Component • Now do the same thing for an MPA • First, what are the internal strengths and weaknesses of the SPEA MPA? • Second, how does this relate to the external context you have just delimited from the trends? • Third, How do we position our graduates for strength in those projected trends?
