Cooperative Procurement Program What does it do? • The program extends the benefits of centralized procurement to smaller groups. • Volume buying & centralized procurement mean lower prices for groups. • A voluntary program. • Each subdivision determines the extent of its participation.
Cooperative Procurement Program (continued) • Authorized by the State-Local Technical Act, Chapter 67.360, RSMo • Authorizes political subdivisions (cities & counties) to purchase personal property and supplies jointly.
Cooperative Procurement Program What are the benefits? • Allows cities and counties to purchase new equipment & supplies at the bid prices available to MoDOT. • Cities and counties can save money. • Can secure a greater return for the expenditure of public funds.
Cooperative Procurement Program How does it work? • Each agency issues its own purchase orders. • Accepts its own deliveries. • Makes its own payments.
Cooperative Procurement Program How do you participate? • File a notarized “Resolution” with MoDOT General Services. • After acceptance, will receive instructions for accessing MoDOT General Services bid listings online. • Place order directly with vendors. Can pick and choose which contracts to use. • Forward a copy of the order to MO LTAP.

Cooperative Procurement Program Who can participate? • Open to qualifying political subdivisions – all subdivisions eligible to file a “Resolution” • There are currently 291 members.

Cooperative Procurement Program What is Missouri LTAP’s role? • Administer the program. • File contracts for political subdivisions (local agencies). • Provide passwords to participating agencies.
