  4. Office of Local School Council Relations Compliance Auditing • OLSCR will do monthly audits through random sampling • OLSCR will request documentation through email • OLSCR will escalate to the Chief of Schools & Senior Management if school does not respond to documentation request

  5. Compliance Violations • If there is an improper fund expenditure OLSCR will send out reclassification email • OLSCR will escalate to Grants & Management if school does not respond • After 2nd violation OLSCR will retrain school • After 3rd violation OLSCR will escalate issue to Grants and Senior Management

  6. Parent Complaints • OLSCR will thoroughly investigate all parent complaints • Any violation will be forwarded to Senior Management and Grants if necessary

  7. Title I Budget Transactions • Budget Transfers • Requisitions • I-Expense Reimbursements

  8. Steps for Budget Transfers

Budget Transfers Principal Responsibility • Load transaction into ORACLE • Maintain copies of the following documents at the school: • Parent Involvement Budget Plan • Parent Involvement Transfer of Funds Request form (signed by the PAC Chair, LSC chair, principal, and Chief of Schools if the school is on probation)

Budget Transfers Principal Responsibility (cont…) • Minutes, sign in sheet, and agenda from the PAC meeting in which the PAC voted to transfer the funds.  Please note that minutes must clearly and specifically document the vote of where the PAC want to transfer the money from and where they want to transfer it to. The minutes must also show the dollar amounts. • Ex. PAC Member Brown called the motion to transfer funds in the sum of ($266) from refreshments (53205) to Supplies (53405). PAC Member Jones seconded the motion. All 10 parents voted in favor

Requisition Transactions Principal Responsibility • Justification for the transaction and school name typed into ORACLE (Please be very specific) • Invoices (if applicable) • Registration forms (if applicable) • Agenda (if applicable) • Conference approval forms (if applicable) ***Must keep all documentation on file at the school for audit purposes***

I-Expense Reimbursements Principal Responsibility • Principal must ensure that the transaction is allowable under the grant or board policy • Maintain copies of the following documents for audit purposes • a copy of the itemized clear unaltered receipt • cancelled check (if applicable) • Copy of Invoice • Any applicable forms

  15. District MEMOS • Grants & Management • Use of Title I Funds • Procurement & Contracts • Purchase Order Requirement • Board Rule 7.1 & 7.2

Appropriate and Inappropriate uses of Parental Involvement Funds Appropriate Inappropriate Parent/student incentives Entertainment Recreation Equipment for the School Supplies for the School Conferences with no parental involvement focus or that are not reasonable & necessary • Training Sessions • ESL or GED classes • Equipment for Parent Use • Supplies for Parent activities • Light refreshments for training sessions/meetings less than 4 hours • Light lunch/dinner for training sessions in excess of 4 hours • Conferences that are reasonable & necessary with parent involvement focus • Paying teachers to do parent training workshops (before school or after school or weekends)

  17. PAC Expenditures & Activities • All expenditures/activities should be reasonable & necessary. • All expenditures/activities should be aligned with the schools SIPAAA goals and activities trying to increase student academic achievement
