(The real covering rate isdepending on thechosenstrategyandtechnology) Regardingthe European Strategy 2020: A minimumshareof 20% ofrenewablesisfeasible Possiblesolutions: Geothermy (coupledwithbiogas) anddistrictheatingsystems (thisisstronglyconnectedtosettlementdevelopmentandspatialplanning) Replacementoflignitebyagriculturalbiomasslikeenergywood and (preferablymaize-) strawbriquets. Discussion of measuresforEnergy Development Plan & Feasibility Study 1) Evaluation of measureswithintheEnergy Development Plan (Bijeljina and Bogatić) • Energy efficiency and saving measures (thermal insulation, exchange of windows, replacement of old inefficient appliances, …) • Raising efficiency of public buildings • Municipal buildings in Bijeljina have an average key figure of 220 kWh/m² • Municipal buildings in Bogatic have an average key figure of 298 kWh/m² • Energy production measures • Forestal biomass potentials - forestry resources are existing - amounts are already used • Agricultural biomass potentials – theoretically sufficient to replace lignite (problem is heat supply infrastructure) • Geothermy – potential is high but depending on development costs to arrive at reasonable temperature levels for electricity production 2) Feasibility study Visit of Bijeljinaand Bogatić 10th – 11th December 2013

Evaluation of measuresfor • establishment of an energy & climate model region - • foundation of an association & a common central • coordination point • head of the central coordination point should be a Model-Region-Manager • MRM gets supported by the association (municipalities) • MRM keeps the municipalities updated on subsidies in all energy related sectors (thermal insulation, pv, etc.) • MRM creates news (website, Infoflyer) for the • inhabitants to raise awareness establishment of: central coordination point central contact person • MRM contributes to awareness rising on energy efficiency measures in public buildings • MRM supports and coordinates the upgrading of • public street lighting • Awareness rising in the private sector by establishing • an info-flyer by the MRM that gets regularly sent out • MRM represents a contact point to advise citizens • MRM coordinates the experts working on the establishment of energy producing plants • MRM informs the citizens on realized projects • MRM raises awareness on the possibility of household to connect to a district heating grid Visit of Bijeljina and Bogatić 10th – 11th December 2013
