We need to change how we do business • FY12: 112 grant programs, 5,000+ awards, ~$900M • 14 entitlement programs, 70% of total dollars • ~$275Min non-entitlement funds, ~100 programs • Little warning for districts about what is available when • Minimum of 15 required plans, often many more • Grants and plans are often not aligned to one another or to agency priorities • Resources are not used strategically Massachusetts Department of Elementary and Secondary Education
