  5. Capabilities-Based Assessment Existing Guidance What we need for the mission NEEDS The problems and the risks GAPS What should we do about it? SOLUTIONS Where does this need rank? How soon do we need it? JCIDS Review

  6. Identifying Needs and Potential Solutions • CBA Recommendations: • Transformational solutions • Evolution of existing capabilities • Information technology solutions • Information for an Analysis of Alternatives (AoA) • Managers must communicate to avoid disconnects over seams between JCIDS, DAS, and PPBE • CBA Documentation: • Initial Capabilities Document • DOTmLPF Change Recommendation

  7. CBA Output Documents Initial Capabilities Document (MS A) Documents Capabilities-Based Assessment (CBA) Results – specifically Capability Gaps Identifies relevant operational performance attributes Documents the recommendation on the need for a materiel solution and potential non-material solutions Predecessor for the Capabilities Development Document Key review question: How to prioritize warfighting gaps?

  8. Operational Performance Attributes • Attributes necessary to design a proposed system • Establish a performance baseline • Guide development and demonstration • Guide development of Key Performance Parameters (KPPs) for inclusion in Capabilities Development Document

  9. CBA Output Documents Joint DCR – DOTmLPF Change Request When DoD Decides a Joint Non- Materiel Solution is appropriate Non-Materiel Solutions Change policy Change doctrine Reorganize Train and educate DOD personnel differently Acquire commercial or non-developmental items Acquire more quantities of existing items Add or reassign personnel Move or realign facilities Sometimes Called DOT_LPF

  11. Key JCIDS Development Documents • Capability Development Document (MS B) • Defines Performance Requirements to Achieve the Capability • Identifies KPPs, KSAs, and additional attributes • Attributes should be Authoritative, Measurable and Testable • Describes DOTMLPF and Policy Constraints associated with the solution • May describe multiple increments • Provides operational capabilities for the acquisition strategy and the Acquisition Program Baseline (APB) • Insert all CDD KPPs and Sustainment KSAs verbatim into the APB

  12. Key Performance Parameters (KPPs) • Attributes or characteristics of a system • Critical or essential • To develop an effective military capability • To make a significant contribution to the characteristics of the future joint force • KPPs must be testable • Enable feedback from T&E • Mandatory vs. Selectively applied KPPs • Net Ready KPP, Sustainment KPP • Training KPP, Energy Efficiency KPP • Validated by the JROC for JROC interest documents • Failure to meet a KPP results in reevaluation or reassessment of the program

  13. Key System Attributes (KSAs) • Attributes most critical or essential • Not selected as a KPP • An additional level of capability prioritization below the KPP • Only senior leadership can change a KSA • Sponsor 4-star • Defense Agency Commander • Principal Staff Assistant

  14. JCIDS and Acquisition ICD CDD Joint Staff / Joint Requirements Oversight Council / OSD • Analysis of Alternatives • Technology Development Strategy • Test & Eval Strategy • SoS System Engineering • Affordable military-useful increment • Technology demonstrated • Initial KPPs/KSAs • TEMP • SEP • Revise KPPs/KSAs • Detailed design • System integration • TEMP • DT&E • LRIP • IOT&E • GDF • Defense Planning Scenarios • Family of Concepts • Transforma-tion Capabilities-Based Assessment • LRIP • FOT&E • Non-materiel solutions • Potential Materiel approaches • S&T initiatives • Experimentation • Capabilities • Tasks • Attributes • Metrics • Gaps • Shortfalls • Redundancies • Risk areas Materiel Development Decision MS “A” MS “B” MS “C” activity Select Joint Integrating Concept Engineering & Manufacturing Development Develop CONOPS Technology Development Materiel Solution Analysis Production & Deployment Capabilities-Based Assessment CPD COCOM Analysis of Alternatives Competitive Prototyping Army Navy Evolutionary Acquisition USMC OSD/JCS COCOMs Air Force FCB Services OSD (AT&L) DIA OSD (NII) OSD (PA&E) oversight SECDEF OSD (AT&L, CAPE), Services and OSD (DOT&E) -- Joint Staff (JROC) Capabilities Definition Develop, Test & Produce Select Materiel Solution Policy COCOM/Service Near-term Capabilities As part of the agileprocess IPLs, OCO, DCRs, JCTDs, JUONs, etc. PPBE (PDM, PBD) JRAC

  15. Key JCIDS Development Documents • Capability Production Document (MS C) • Supports Production and Development of one increment • Documents Authoritative, Testable Capabilities • Support Production, Testing, and Deployment • May describe Incremental Production and Deployment • No New Requirements • Must meet Operational Performance Attributes
