Our Approach Guangdong Province, China Partner with local government & a recognized Chinese institution (Lingnan College at Sun Yat-Sen University) Leverage MNC expertise in development and follow-up Create platform for training delivery to factory managers & enterprise leaders that can be scaled-up Result: EHSA is increasing pool of qualified EHS professionals, not just creating one-off courses
Two of China’s Industrialized Provinces Jiangsu Guangdong
EHS Certification and Platform Potential • Working with Guangdong Ministry of Human Resources and Social Security to establish a national certification protocol • Focuses on immediate needs that lay foundation for future EE/GHG work
Adding Clean Energy & GHG Accounting Will combine the training resources of ISC’s EHS Academies in Guangdong and Jiangsu with WRI’s global leadership in GHG accounting and measurement to: • Train 4,000 factory managers per year in cutting edge EE, RE, & GHG management; • Field test, customize, and disseminate new GHG protocol standards & tools; • Embed EE/GHG course in national certification protocol in collaboration with the Ministry of Human Resources & Social Security
Successes of Model Focused • Relevant • Efficient Experienced • Endorsed • Networked • Fully functioning EHSA in Guangdong since September 2009 • Second EHSA funded by USAID and GE • 1,600 people trained to date • 600 factory managers trained to date, 88% report positive change • 200 people have completed full curriculum
Challenges/Needs for GHG Accounting • Challenges: • Needs are Massive and Immediate • Coordination with Chinese partners • Chinese Government Support & Sensitivities • Needs: • Explanation why GHG accounting and measurement is relevant • Standard & Comprehensive Approaches that are carefully and explicitly tailored to Chinese context
