EUROCONTROL and JAA Cooperation • Memorandum of Cooperation signed on 15.10.07 • Reinforce cooperation in aviation safety training • 6 areas to cooperate and exchange information • Quality control and management; • Customer satisfaction measurement and analysis; • Mutual hosting of courses and workshops; • Cooperation and exchange of information on e-examinations; • Information sharing for establishment and development of e-learning environment; • Organization of a combined Bi-Annual Aviation Safety Seminar. • Training key element improving safety and environmental performance

High Level Group for the Future of the European Aviation Regulatory Framework • High Level Group established • Following the conclusions of the “Conference on Aviation Regulation” on 20th September 2006; • Report published July 2007 • Roadmap for Change; • 10 Main Recommendations; • Empower and focus Eurocontrol ; • http://ec.europa.eu/transport/air_portal/hlg/doc/2007_07_03_hlg_final_report_en.pdf • EC Communication will be published early 2008 • EC Conference “Towards a more Performing European Aviation System”; • 22 January 2008 in Brussels.

Aviation Safety • ATM Safety – Double Regulation in some ICAO EUR States; • Comply with EU Regulations; • At the same time, implement EUROCONTROL Safety Regulatory Requirements (ESARRs); • Duplication of scope and diverging approaches. • Eurocontrol established the Double Regulation Ad-Hoc Group (DRAHG); • Request from 6 Member States (Be, Fr, Ge, Lux, Sp, Swtz); • Established by SRC, jointly chaired by Chair of SRC and the EC; • Identify differences between ESARRs and corresponding EC provisions; • Propose pragmatic actions bringing two sets of regulations into line. • DRAHG Findings & Recommendations: • Proposals to Provisional Council (PC) and Single Sky Committee (SSC). • PC on 15th November supported recommendations; • SSC will consider report in January 2008; • If approved by SSC, report will be released. • Start work on implementation

English Language Proficiency • Requirements • ICAO Requirements, Annexes 1, 6, 10 ,11 – deadline 5 March 2008; • EC Directive 2006/23/EC – deadline 17th May 2010; • EUROCONTROL officially launched ELPAC – an English language proficiency test for ATCO’s • The English Language Proficiency for Aeronautical Communication (ELPAC) developed: • To meet ICAO and EC requirements • Test has 2 sections: • Internet-based listening comprehension test • Interactive speaking test; • Member States are required to sign a Licence Agreement • Testing personnel accredited before test is released to them for implementation • ELPAC information is available on www.elpac.info • ICAO EUR/NAT workshop in Minsk on 4-7 December 2007; • To assist States in implementing ICAO Language Proficiency Requirements.

New Guidelines for Contingency Planning for Air Navigation Services • Requirements: • ICAO Annex 11 ATS, Chapter 2.29 & Annex D – Guidance; • EC Regulation 2056/2005 CR provision of ANS • Released new Guidelines to help States and ANSPs ; • Replaced previous guidelines on ATM Contingency Planning of 1997; • States and ANSPs are primarily responsible in event of failure and or disruption of ANS; • Guidelines provide information and processes for contingency planning; • Describe roles and responsibilities of the various bodies (State, ANSP, airspace users) • Set out essential consultations that need to take place within planning process • Contingency Planning Reference Guide (RG) • New ECIP/LCIP Objective GEN 01 • Help for new ECIP Objective (GEN01) related to implementation of ANS contingency measures for safety critical modes of operation.

ICAO – EUROCONTROL – EC Coordination • EC-ICAO Symposium on Regional Organisations in Montreal in April 2008 • State Letter to be issued; • Discuss impact of regional organisations on international civil aviation; • Geographic coverage, scope, degree of integration. • Worldwide Symposium on Enabling the Net_Centric Information Environment, June 2008 • Aeronautical Information Management (AIM) • State Letter 07/42 will be cancelled • Forum on Integration and Harmonisation of SESAR/NEXTGEN into the Global ATM Framework, September 2008 • State Letter07/42 will be cancelled • Ensuring global interoperability • ICAO requirements
