  4. The most important document in our Nation’s history Tells what rights people deserve How they should be governed Declares free and independent states The Declaration of Independence

  5. The written ideas and rules that show how our country will be run Includes strict rules for making amendments to itself The Constitution

  6. The first 10 Amendments to the Constitution Added to clearly spell out the rights of individual people Protects: Freedom of speech Freedom of the press Freedom of religion Freedom to protest peacefully The Bill of Rights

  7. The Bill starts as someone’s idea. The idea is sent to a Representative in the U.S. House of Representatives. How Does A Bill Become a Law?

  8. The House of Representatives writes the Bill. The Speaker of the House sends the Bill to one of the House standing committees. The Bill is reported to the House floor, passes in the House of Representatives, and is certified by the Clerk of the House. U.S. House of Representatives

  9. The Bill goes to the Senate to be voted on It passes in the Senate and is sent to the President Senate

  10. Has THREE Choices: Can REFUSE to sign - Veto the Bill Can do NOTHING – Pocket Veto the Bill OR Can SIGN and PASS the Bill President

  11. Signed and Passed by the President Carried out by the Government Enforced by the American People The Bill becomes a Law!
