Challenges and Risks • Protect the credibility of the planning and budgeting processes including MTEF • Protect the credibility pressure of various actors in planning and budgeting process • Internalization issues- take MTEF and business plan process as a core function of the ministry • Commitment from the policy levels to continue the reform process
