Capacities • Evolving gradually- start small and use learning by doing approach • Working group in the ministry- • on-the-job capacity building, and • institutional memory • In-country trainings and workshops • Refining unit cost in education is an area where capacity within the government needs to be improved

Challenges and Risks • Protect the credibility of the planning and budgeting processes including MTEF • Protect the credibility pressure of various actors in planning and budgeting process • Internalization issues- take MTEF and business plan process as a core function of the ministry • Commitment from the policy levels to continue the reform process
