  3. Introductions • Must be MORE THAN ONE SENTENCE. • Should explain the background. • Must REFER TO THE QUESTION. • Must EXPLAIN WHAT YOU’RE GOING TO WRITE ABOUT BQL Background, Question, List

  4. Explain why attitudes to poverty were changing at the start of the twentieth century. Your introduction might be something like: Attitudes to the poor at the start of the twentieth century were beginning to change. Before this time, If you were poor, most people would have believed that this was your fault. Most people also believed in Samuel Smiles’ ideas of ‘self-help’. After 1900, however, people were beginning to accept that some of the poor deserved some help from the state. There were many reasons for these changing attitudes to poverty including the studies of Booth and Rowntree, worries about national security after the Boer War, the threat of the newly-formed Labour Party and the fact that the Germans had already introduced some reforms to help the poor.

  6. Paragraphs So, a paragraph might be something like: During the Boer War, from 1899 – 1902, 1/3 of the volunteers for the British army had to be rejected as being unfit for service. This figure was as high as 2/3 in some of the big cities, where poverty was high and ill-health was the result. The government began to worry that if something was not done about poverty and poor health then Britain would not have an army capable of fighting and winning wars. This was an important reason for changing attitudes towards poverty.

  8. Explain why attitudes to poverty were changing at the start of the twentieth century. Your Conclusion might be something like: Attitudes towards poverty at the start of the nineteenth century were changing for many different reasons. Worries about poverty led to concerns about the health and fitness of Britain’s future army. Germany was Britain’s main rival and had already introduced reforms to help the poor. The Liberals were worried that if they didn’t help the poor, the working classes would vote for the new Labour Party. The most important reason for the change of attitude, however, was the fact that the surveys of Booth and Rowntree uncovered evidence of levels of poverty that were impossible to ignore.
