Why Gender Mainstreaming Toolkit? • To secure de jure and de facto equality between men and women • To integrate gender perspective into all areas of policy and decision-making • Process: • In 1999, UNDP GM handbook commissioned; • In 2001, first tested with practitioners; • In 2005, 2nd edition • Demand from UNDP offices and Government counterparts; • Need to document and learn from the past 7 years of work with the handbook in the region • Need for more effective tools
Lessons Learned • Research and compilation of case studies: • - Challenge to find case studies on gender • mainstreaming projects, not gender projects • - Challenge of case studies with already reached • outcomes in gender mainstreaming • Lack of expertise and/or fragmented expertise in the region

Is type of gender analysis Analyses specifically public policy Assesses effects of policies on individuals, not household or communities Has the final goal of promoting positive change regarding gender inequality Gender Impact Assessment GIA
Participation: Are men and women participating in equal capacities? Resources: Will the policy generate equal (access to) resources for women and men? Norms/values: Will stereotypes and norms be an obstacle? Rights: Will the policy affect men’s or women’s rights? GIA: What to assess? Areas of impact
Do the goals of the project have gender dimensions- how will it impact men and women differently? What are the gender related issues related to the sectoral area of the project? What are the gender issues in the geographical context? Is all baseline data sex disaggregated? Based on the above three- has an analysis been conducted to judge weather there are any specific gender issues that have been discovered? What is the planned intervention- explain why? If no intervention is planned- explain why? Checklist for gender mainstreaming
What are the managerial arrangements to make sure that gender concerns are taken into consideration over the course of the project? How will gender balance be assured though the stakeholder consultations and analysis? Are women’ groups and gender CSO’s consulted as a part of the process? How will gender balance be assured throughout the implementation phase of the project? How have the indicators to evaluate the outcome of the project been made gender sensitive?
