  4. HISTORICAL BACKGROUND • The association was founded in 1972 • Amalgamation of • The Union of Norwegian Cities (founded in 1903) • Norwegian Association of Rural Municipalities (founded in 1923) • Employer association for local government since 1987

  5. KS MISSION AND VISION VISION Develop an independent and innovative local government sector MISSION Shall secure the best possible framework conditions for the local government sector

MAIN ACTIVITIES • Central collective bargaining • Consultations with the Government • Advise and assist in legal, financial and administrative matters • Initiate research, documentation and development projects • Develop and implement training for councillors, executive officers and staff • Disseminate information and promote organisational development • Represent local government in international affairs

  11. How does KS financeit’s activities? • Membership fee • Sales revenue from services to members • Sales revenue from services to non-members (external projects) • Membership fee dedicated to research and development • Financial Revenues

The membershipfee • Each municipality pays a fixed amount • In addition; a rate of ca 30 NOK per citizen • Each county pays a rate of ca 22 NOK per citizen • Counties and municipalities have a maximum fee • Municipalities’ contribution; 62 %, counties; 38 % • Yearly Indexation of fees (Consumer Prize index and real wage index)
