AFRICOM COMPONENT CCSA CONTRACTING SUPPORT DESIGNATION • ISSUE: Implementing guidance not clear in delineating component contracting support • DISCUSSION POINTS: • - Service plans unclear on intent to source organic support • - OSD timeline to ID CCSA designation for Africa and SOCAF unknown • DOD leveraging of DoS & interagency contracting capability on the continent necessary to meet mission requirements and preclude adverse impacts • INTENDED OUTCOME: Fully resourced components • (CCSA – Combatant Command Support Agent)
AFRICOM USE OF DEPT OF STATE CONTRACTING SUPPORT ON THE CONTINENT • ISSUE: Improved processes needed to allow utilization of existing DoS contracting capability on the continent • DISCUSSION POINTS: • - Vendor support on the continent is limited • Closer collaboration would preclude competition among multiple agencies • DoS / DOD collaboration/coordination needed to better support small team missions on the continent • Cross use of interagency umbrella contracts would better utilize U.S. gov’t resources (ie, DoS & AFRICAP) • Consistent contractor USG relationship • Contracting issues flow between DoS and DOD
AFRICOM USE OF DEPT OF STATE CONTRACTING SUPPORT ON THE CONTINENT INTENDED OUTCOME: Closer collaboration would result in reduced overall Whole of Government cost and preclude DOD units from adversely impacting local markets for short term needs. DOD / DOS MOU would ensure a better working relationship for both sides.
AFRICOM OTHER ISSUES • Unauthorized commitments currently flow to OSD Senior Executive through his staff to the COCOM – can we improve to push issues to lowest levels as appropriate • 100% RRF units going to a theater without “Theater Enablers” • Consistency in support from contracting agencies • Contingency vs. Expeditionary in relations to local conditions • Contracting or sourcing • Timeline … It’s Africa
