“A subject concerned with state system”-Palmer and perkins.“IP means those aspects of interactions and realations of independent political communities in which some element of opposition,resistance or conflict of purpose or interest is always present .”-Sprout and Sprout.
All these definitions clearly reveal the existence of big diversities among scholars regarding the meaning, nature and scope of IR. Some scholars conceptualise it as a system of interactions among nations which involve the use of threat or power.They prefer to call it IP.Some others define it as relations among nations and call it IR.
NATURE OF IP TO MORGENTHAU,“IP like all other politics,is struggle for power.Whatever may be the ultimate aim ,its immediate aim is always power.” Like politics , IP is struggle for power among nations and it has following variables:
1.NATIONS ARE THE MAIN PLAYERS IN THE IPNations are in IP what groups are in politics.Politics is a process of interactions among groups.Nations are the main actors in IR however, along with nation states which are the key actors, sub –national, trans-national, like supra-national groups INGOS,MNCS,TNCS,RO play an important role.The primacy ,however still belongs to nation states
2.NI is the objective Nation attempts to secure through interactions with other nations. IP involves the art of preserving ones interests by exercising some control over other nations 3. Conflict is the condition of IPThe national interest of various nations are neither fully compatible nor fully incompatible.
various nations is a source of conflict at the international level which finds concrete manifestations in the form of disputes. however, possibility of making the interests compatible through accommodation and reconcilition leads to some cooperation among nations so conflict and cooperation are always present in IR.
