Intentions • Free movement • CE marking for vessels, accessories and assemblies • Well-defined responsibilities • Manufacturer, assembler and user • Safety • Pressure equipment and functional whole
Assembly definition • Several pieces of pressure equipment • Functional whole • Assembled by a manufacturer
Assembly definition functional whole • Art. 1 § 2.1.5, Art. 3 § 2.2 and Guideline 3/8 • Pressurized system, connected, integrated, functional, form a whole, ready for placing on the market and putting into service • Consequencesclarification in principle, but some room for interpretation of the borderline of an assembly
Assembly definition assembled by a manufacturer • Recital 5 PED, Guideline 3/1 and 3/2 • PED relates only to assemblies which are fabricated by a manufacturer • Consequencesuser is responsible for assembling,national regulations apply;delegation of responsibility to national inspection body may possible
Placing on the market • The product is made available for the first time on the EC market • Handover from manufacturer to user • Consequences: Assemblies built on site by a manufacturer are also covered; Essential criterions: time of placing on the market,responsibility of the user
Time ofplacing on the market • Extension of an existing assemblyexisting part is not replaced on the market • Consequences:existing assembly + items of PEexisting assembly + new assemblyCAP apply only to the new equipment taking into account the input of the already existing assembly
Placing on the marketPED and non PED assemblies • PED assembly with non PED itemse.g. compressor in a refrigeration system • Non PED assembly with PED itemse.g. mobile crane, tractor
Conformity assessment procedures on assemblies • Art. 10 PED CAP limited to design and safety accessories • Consequencesonly modules of the design phase apply;
Essential safety requirements • ESR when corresponding hazards exist. • Specific requirements 2.3, 2.8, 2.9 and 5 Annex I • Consequenceshazards shall be analysed
“Category” of assemblies • Determined by the item of pressure equipment of the highest category, exempted safety accessories • Applies for design and protection, not for the production phase
“Categories” of permanent joints • No formal rule in the PED • Effect of joining on the integrity and the items concerned shall determine the category. (Guideline 3/15)
AssemblyPressure vessel -accessories– piping • Pressure vessel 16 bar, 12.000 L • Pipe DN 32 mm • 1. Pressure regulator 16 to 3 bar • Piping DN 32 mm • 2. Pressure regulator 3 to 1,5 bar • Piping DN 50 mm
AssemblyPressure vessel -accessories– piping • How many assemblies? • Categories of the assemblies? • Categories of the permanent joints? • Conformity assessment procedures for the assemblies? • Involvement of notified bodies?
AssemblyPressure vessel -accessories– piping • Pressure vessel 16 bar, 5.000 L • Pipe DN 1/2” • 1. Pressure regulator 16 to 50 mbar • Piping DN 1”
