5. SDECOMPREHENSIVE MONITORING Seven of fourteen program measures for Title I, Part D, Education of Neglected/ Delinquent Children apply to the DYS School District.
The seven measures are:
Does the LEA complete and submit annually to the SDE a survey of the October case load of children and youth living in locally operated (not institutions operated by the state) institutions for neglected or delinquent children and youth?
Is there evidence that funds are allocated based on need: e.g., concentration of poverty, dropout rates, and other objective indicators or educational needs?
6. SDECOMPREHENSIVE MONITORING Continued:
Does the LEA conduct a program evaluation, using multiple and appropriate measures of student progress, at least once every three years to determine Part D’s impact on the ability of participants to: maintain and improve educational achievement; accrue school credits that meet state requirements for grade promotion and secondary graduation; make the transition to a regular program or the education program operated by the LEA; and, complete secondary school (or secondary equivalency requirements) and obtain employment after leaving the institution.
Does the LEA use multiple and appropriate measures of student progress?
Are program evaluation results submitted to the SDE?
Does the LEA use the results of evaluations to plan and improve subsequent programs for participating children and youth?
Is there evidence to indicate that the program is implemented in accordance with the LEA’s Consolidated Application*?

7. SDECOMPREHENSIVE MONITORING SDE informs the school district of programs that are in compliance.
Corrective Action Plan (CAP) – district replies to the review team citations
After agreement to CAP district has six months to be in compliance
Non-compliance – CAPII - 90 day cycle to be in compliance
Non –compliance – SDE initiates withholding of funds from the school district.
SDE provides technical assistance throughout this monitoring process.
8. SDECOMPREHENSIVE MONITORING Remember the seven (7) previous questions were taken from the Federal Section of the following programs reviewed in the SDE Comprehensive Program Monitoring Document.

9. SDECOMPREHENSIVE MONITORING In August 2005 the DYS School District superintendent and federal program coordinator participated in the federal review of the Alabama State Department of Education Federal Programs.
