Defining Disability • Disability perspectives • U. N. World Health Organizations • International Classification of Functioning, Disability and Health, known more commonly as ICF, is a classification of health and health-related domains. • http://www.who.int/classifications/icf/en/ • The United Nations Convention on the Rights of Persons with Disabilities • recognises that disability arises from the combination of impairments and barriers that "hinder...full and effective participation in society on an equal basis with others.". The impairments can include "long-term physical, mental, intellectual or sensory impairments" whilst the barriers can be attitudinal or environmental.
First Nations with Disabilities • In 1999, “First Nations people with a disability needs assessment survey findings: A profile of Manitoba First Nations people with a disability” • Found that the rate of Disabilities in Manitoba First Nations was 33% • Out of 62 communities – what if a community identified a rate of 100%????
