Standards, Assessment, Accountability • Reclassification consideration: • Students must meet multiple redesignation criteria • Teacher evaluation of English Language proficiency and curriculum mastery (e.g. IEP goals, progress reports, report cards) • Objective assessment of student’s language skills (e.g.CELDT or ALPI) • Parent option/consultation during reclassification interview (e.g. IEP meeting) • Objective data on student’s academic performance in English (e.g. CST/CAT-6, CAPA, Brigance, speech assessments)
Reclassification Procedures • Recommendation may be initiated by: parent, teacher, administrator, student, IEP team, etc. • Language Appraisal Team (LAT) is formed and notified of meeting. • Must have at least three of following members: Coordinator/Principal, Teacher, Parent, others as appropriate. • LAT may meet at same time as IEP and be part of IEP meeting – needs to be designated on conference notice. • A student designated as R-FEP may continue in present program. • All parties are informed in writing of reclassification and documentation becomes part of permanent record. • Coordinator/Principal provides copy of documentation for language census data to appropriate clerical personnel. • Follow up procedures will be implemented with a follow-up plan for each R-FEP student for two years. • See forms in binder.
Program Evaluation and Accountability • Each Department will develop an annual report to measure program effectiveness • Report includes: • Number of ELL reclassified from EL to R-FEP • Annual gains of ELL on CELDT/ALPI • Annual gains of ELL on STAR • Passing rate of ELL on the CAHSEE • See binder for list of Responsibilities and person designated as responsible.
Teaching and Learning • English Language Development (ELD) is for a specific number of minutes (at least 30) daily. • ELD is explicit instruction and practice to develop English listening, speaking, reading, and writing skills. • ELL’s need to have linguistically appropriate goals written into the IEP. • The number of minutes of ELD to be delivered daily needs to be written into the IEP. • See list of State Adopted ELD programs.
Opportunity Initial Identification/Parent Notification • If home district has not indicated the EL level upon entrance to county program, EL assessment (CELDT or ALPI) will be scheduled within 30 days of entrance to ICOE programs. • Parents/guardians will be notified within 30 days of completion of testing, in writing of the testing results. • See forms in binder.
Opportunity Placement of Students • Students placed into classrooms via IEP. • All programs/classrooms provide Structured English Immersion • Instruction will be predominately in English. • ELD will be provided using linguistically appropriate goals with the ELD standards as the guide. • COE’s exempt from parent waivers.
Staffing and Professional Growth • Who can teach ELL’s – see attached grid or list in binder. • Teacher recruitment • Documentation of Teacher in training – need signed agreements for teachers in training. • Documentation of Recruitment efforts • Professional Growth opportunities need to focus on effective ELD strategies. • Teachers need to be able to describe strategies they are utilizing to develop English Language skills.
Parent/Community Involvement • Exempt from parent waivers • Critical to get parent input as part of IEP process.
Funding • ELD considered to be an integral part of curriculum. • Use regular instructional budget $ to purchase materials as well as Lottery funds.
CELDT/ALPI • All ELL students must be reassessed annually. • Assessment needs to be completed by end of October • CELDT – Typically conducted by District personnel • ALPI – read manual • Class lists with ELL designation

CBI procedures • Necessary forms: • Annual Parent Consent Form • Notification of CBI/Field Trip Form – monthly or more often as needed • CBI Monthly Calendar • CBI Lesson Plan • Post sign on door – Conducting CBI • Field trip transportation request for special events • Off campus sign out log goes to school site office
