  1. Condition Monitoring Roles in Asset Reliability and Regulatory Compliance Dave Haerle, Los Angeles Department of Water and Power Scott Kunze, DataSplice Mike Johnson, DataSplice

  2. Asset Management Definition Before we can understand Condition Monitoring role in Asset Management, we must first have a common understanding of what Asset Management is. • Asset Management – The application of resources to assets to produce a product with the desired qualities now and in the future. Many organizations are currently striving to improve their Asset Management. Most organizations are trying to figure out how to satisfy an ever increasing regulatory burden. Graphically the definition looks like…

  3. Asset Management Definition Products Water Power With the Resources: Money Employee Hours Applied to Condition Monitoring is required to accomplish Condition Based Maintenance and Regulatory Compliance Documentation Assets: Equipment Vehicles Buildings Real Estate Tools Etc. To produce • Qualities • Safely • Reliably • Cost Effectively • Environmentally Responsibly • Regulatory Compliance Condition Based Maintenance Programs are performed to accomplish the first four bullets Regulatory Compliance documentation satisfies the last bullet

  4. A More Demanding Environment Example of a New Regulation FEDERAL ENERGY REGULATORY COMMISSION (FERC) The Strategic Plan – FY 2009 - 2014 OBJECTIVE 2.3 RELIABILITY Maintain the reliability of the electric transmission grid. STRATEGY | Process Reliability Standards in a timely manner STRATEGY | Monitor, audit and enforce Reliability Standards NEW COMPLIANCE TARGETS - 2010-75%; 2012-75%; 2014-80%

  5. Reliability & Compliance Challenges (Example) PRC-STD-005-1 mandates transmission facilities have a Transmission Maintenance Inspection Plan (TMIP) in place. Identification of Facilities Scheduled Intervals of Maintenance Descriptions of Maintenance, Testing & Inspection Checklists, Forms & Reports Condition Assessment Criteria & Status Station Maintenance Details Accurate Maintenance Record Keeping Retention of ALL Maintenance Records for Five (5) Years Records Available for Inspection & Audit TMIP Plans & Records Subject to Regional Reviews by NERC

  6. Team Focus Inspect and Test; In order to be compliant with regulations companies must routinely inspect, test, monitor and maintain various parts of the their systems. They must be able to present proof to auditors that they do so. In order to accomplish this they must: Understand the Regulations Develop Policies and Basis Develop Maintenance Programs & Details Execute Maintenance Inspection\Test Program

  7. FragmentedCondition Monitoring Data Remote Monitoring Center • Data is currently collected by many different means including: • Installed instrumentation • People performing inspections • People performing tests with instruments • These people work for many different groups. • The data is stored in many different forms, formats and locations. Testers ASSET Shops Operations Maintenance

  9. Project Hypothesis • Currently no one vendor can provide all the functionality required to satisfy their customers needs related to condition monitoring data in order to: • Satisfy the ever growing regulatory burden that their customers face. • Drive the condition based maintenance programs that their customers need to implement. • The right group of companies working collaboratively can. • This approach serves both the customers and the vendors.

  10. Condition Monitoring Alliance DataSplice is facilitating the development of a “reference architecture” to enable the capabilities required for Condition Monitoring to satisfy Regulatory Compliance and Condition Based Maintenance needs. Condition Monitoring and Data Analysis Layer – Normalized Between Alliance Members Equipment Testing (PowerDB) Onsite Monitoring of Installed Instrumentation (OSIsoft) Field Inspection (DataSplice) Others TBD These products will be engineered to work together now and through future updates.

  11. PowerDB • PowerDB is used to consolidate and standardize large volumes of data acquired through the use of test instruments. • It can: • Be configured by trained Non-IT people • Store and trend large amounts of test data • Interface with test instruments from various manufacturers • Store many test procedures • Advise technicians when set points are exceeded • Interface with Maximo • An illustration of its function is…

  12. PowerDB Diagram Maximo: Downloads equipment and work order data to the PowerDB Server. PowerDB server: Downloads previous test data to local machine. PowerDB on the local machine: Provides instructions to technician and interfaces with the test device and the equipment to collect test data. This data can be compared with previous results and set points. Upon return to office, the technician uploads the test results to the PowerDB server. 13. OSIsoft • OSIsoft is used to pull large volumes of data acquired through the monitoring of installed instrumentation. • It can: • Provides Time-Series Data Collection • Off-the-Shelf Integration to Most Systems • Converts Real-time Information into Actionable Information • Provides Event Notification • Interface with Maximo

  14. DataSplice Handheld\Laptop Data Collection • DataSplice is used to collect field readings from equipment measurement points that require a physical inspection. • It can: • Inspection plans can be generated by Non-IT people • Field personnel are procedurally guided through rounds and the inspection point criteria that are determined by the state of the equipment. • Advise technicians when inspection points are exceeded and allow for a work order creation • Supervisors can easily oversee alarm conditions and take appropriate action, create a work order. • Interface with Maximo and other condition monitoring systems.

  15. DataSplice Diagram Maximo: Downloads equipment and work order data to the DataSplice handheld\laptop. DataSplice on the handheld\laptop: Provides instructions to technician on the inspection steps and procedurally guides them through the inspection process. This data can be compared with previous inspection readings. Upon return to office, the technician uploads the inspection results to Maximo or the appropriate condition monitoring database.
