The Problem • For over twenty years Sudan Has been in a massive civil war. The war has been fought between Religions, the Islamic-based government and the African Christian groups. Over two million people have died from ether famine or Brutal fighting. Children have been forced to join armies and there have been credible reports of slavery. In 2005 the U.S. pledged to give Sudan 1.7 Billion to help in the relief of the war. The government can use many soft and hard powers to continues the relief. A soft powers they can use is diplomacy and a hard power they could use is to first gather intelligence then put it to use with covert actions.
Analyzing The Policy • Soft Power: Diplomacy • Diplomacy can be used to negotiate a treaties so that then each side can get what they want from each other and the fighting will stop. • This may be a hard approach because there is no guarantee that the two side will cooperate. • Hard power: • intelligence gathering covert actions • The U.S. will need to gather intelligence before the they move in but this way they could help but not be completely involved. • If something goes wrong in the investigation or the covert action the U.S. could get involved more then they wanted to.
The Best Policy: • We think that the Hard power tools are the best choice because soft power tools such as diplomacy will most likely not work. • Gathering intelligence and using covert action to put it to uses would be the best choice. • Gathering intelligence, especially if we have people on both sides, will help us get the barring on both sides so then we could influence the two side to stop fighting • It would be up to congress to put this policy in to action • During the cold war covert actions where used to over throw unfriendly government. This can be used to over throw the rebels • People could possible see use as a threat because it would show that our CIA can be very powerful but they can also see that we are just here to help people around the world.
Call to Action • People involved: U.S. CIA, Janjaweed, the troops in northern Sudan • Send in the C.I.A. to the Southern and Northern Sudan • We would need to have IGO organizations to help with relief and once the war is over they could possibly help with reform of the government. • The UN can come in and be security for IGO Organizations
