DOE Project Critical Decisions CD-0 Approve Mission Need CD-1 Approve Alternative Selection and Cost Range Permission to develop a Conceptual Design Report Defines a range of cost, scope, and schedule options CD-2 Approve Performance Baseline Fixes “baseline” for scope, cost, and schedule Now develop design to 100% Begin monthly Earned Value progress reporting to DOE Permission for DOE-NP to request construction funds CD-3 Approve Start of Construction CD-4 Approve Start of Operations or Project Close-out
DOE CRITICAL DECISION SCHEDULE Now split in two to ease transition into operations phase Note → 6 to 18 months schedule float included (A) = Actual Approval Date
12 GeV Upgrade: Phases and Schedule (based on baseline funding guidance approved by DOE-NP in Nov 2007) • 2004-2005 Conceptual Design (CDR) - finished • 2004-2008 Research and Development (R&D) - ongoing • 2006 Advanced Conceptual Design (ACD) - finished • 2006-2009 Project Engineering & Design (PED) - ongoing
12 GeV Upgrade: Phases and Schedule • 2009-2013 Construction – starts in < 12 months! • Parasitic machine shutdown – May 2011 through Oct 2011 (6 months) • Accelerator shutdown start mid-May 2012 • Accelerator commissioning mid-May 2013 • Now-2012 Challenging balance act! • Expectation is to complete ~80% of approved 6 GeV program (Ops funding -limited) • Skill mix – lean (but improving) engineering and design manpower • 2013-2015 Pre-Ops (beam commissioning) • Hall A commissioning start ~October 2013 • Hall D commissioning start ~April 2014 • Halls B and C commissioning start ~October 2014
We are here 1 year Sept 2008 DOE Generic Project Timeline DOE CD-2 Reviews Nov 2007
Path to CD-3 Goal - September 2008
Path to CD-3 • Finish R&D • Hall B: pre-shower calorimeter (Jun 08) • Hall B: beamline design (Jul 08) • Hall B: FDC – mechanical (Sep 08) • Hall B: FDC – electrical (Sep 08) • Hall C: SHMS HB magnet (Apr 08 and Sep 08) • Hall D: barrel calorimeter fiber tests (Jun 08) • Hall D: tagger prototype (Jun 08) • Hall D: FADC prototype Master Trigger (Aug 08) • Hall D: auxiliary electronics prototype (Aug 08) • Hall D: FDC and CDC prototypes (Sep 08)
Path to CD-3 • Nearly finish PED (tight schedule !!) • 100% design for all FY09 procurements • ~80% design for everything else • Design/safety reviews (~8 for Physics) • Complete Advance Procurement Plans • Major Milestones • OECM EVMS Contractor Certification Review (Jan 08) • Design Review of Superconducting Magnets (Apr 08) • Safety Assessment Document Complete (Jun 08) • Accelerator Safety Envelope Complete (Jun 08) • Design of Conventional Facilities Complete (Sep 08)
Path to CD-3 • CD-3 Documents • Check-out, Testing and Commissioning Plan(May 08 draft) • 12 GeV Construction Project Safety and Health Plan (May 08) • CD-3 DOE Reviews • 2008 “Lehman” Independent Project Review (IPR) • CD-3 briefing package due to DOE-NP ~week of June 16th • IPR scheduled (tentatively) for July 22-24 CD-3 Approval meeting in late September 2008
12 GeV Project Management Staffing Updates
12 GeV Project Office Search Committee Formed; R. Ent chair C. Rode (Acting) J. Hogan M. Spata

Non-DOE Scope • Confirmed to date: • Foreign – donation of HERMES lead glass blocks for Hall C SHMS calorimeter • thanks to Armenia / Nikhef ! • NSF – MRI grant for Hall C detector systems approved June 2007 ; (W&M/HU/JMU/NCA&T) • strong collaboration of experienced Hall C Users • detector integration review scheduled for Jan 22, 2008 • Virginia – PED funds ($650K) FY06/07 ; • Construction funds ($500K) FY08
Non-DOE Scope • Potential (proposals in development): • Foreign: • Hall B Central Detector EU proposal • Two NSERC requests (re Hall D BCal ; Hall C Cerenkov) • NSF MRI: • Hall B Preshower (OU/NSU/JMU) • Hall B Longitudinal Polarized Target (possible, non-12 GeV) ; (ODU/CNU) • Virginia – request for $9.5M Construction funds FY09-11; • Governor’s budget includes $7.5M in FY09-10 so far….
12 GeV Upgrade Summary • Construction start in < 12 months • Critical Decision 2 in November 2007 (baseline) • Critical Decision 3 in September 2008 (construction start) • We are on track for accomplishing this, but PED schedule is tight ! • Challenges: • Maintaining/building science case within political arena – Users! • Balancing ongoing operations with construction project – communication! Note - Quarterly meetings with Hall 12 GeV Steering Committee reps, UGBOD Chair, and 12 GeV Project Mgt reps have begun ; J. Roche is rep for Hall C
