  2. Treasurer’s Report City S&U tax for the year is up 20k from last year at this time. Another great month for City S&U Initiated 2014 budgeting process

Police Dept / Stats September-2013 • Accomplishments • # calls / 284 • Concentrate on House/Watch • I applied for a larger Medical Return Drop Box with ADH and attended a Seminar at the Air Force Base and Brought Back a Box. • Participated in the Shop With a Cop golf tournament we came in last. • Plans • Working on a plan to help with our Budget for 2014. • Planning some in house training for the Officers. • Issues • Still working on the Nibers Report Writing they keep changing prices on us.

Dispatch Status • Accomplishments • We had 743 actual 911 emergency calls in September for a total of 7089 for the year. • Finished with the chuck wagon races for another year. • Dispatchers set up Shirley FD’s dunking booth at the county fair for a fund raiser, brought in $673. • Plans • Working on our next fund raiser which will be Christmas. • Continuing our monthly training. • Have three dispatcher scheduled for telecommunicator refresher training in June. • Issues • Repair/replace our consoles • Budget

Fire Department Status • Accomplishments • We had 3 calls for the month of September • Completed tanker modifications • Conducted tanker shuttle training at the marina • Held ladies auxiliary golf tournament Plans • Working with ISO Consulting to lower our rating • Install tanker on new chassis n • Purchas new equipment with grant money when we receive it • Working on multiple grants • Sell old radio equipment Issues • None at this time

FAIRFIELD BAY EMS SEPTEMBER 2013 • Accomplishments • Recruited one new Second Medical and one new Driver. • Submitted the Medicare Revalidation Application. • Submitted the 2014 EMS Budget. • Completed required maintenance to Rescue 2. • Implemented an update to the 3rd Party Billing Software. • Plans • Start the training program for the new Second Medical and Driver. • Host the annual DPS Golf Outing and Picnic. • Host the Administrator from OHMC at our October PI meeting. • Appoint a nominating committee for end of year officer elections. • Issues – None at this time.

  13. Public Works • Great visit from Arkansas Highway Department regarding Castle Ridge grant request • Requested .4 miles of gravel be paved • Appears that paving of Castle Ridge from Snead to Circle Acres will be recommended • Meeting with board in Little Rock in January

Planning and Zoning • Meeting held on September 25, 2013 • Special Use permit extended for Mr. Fields • Will only require submission to Planning and Zoning for approval in the future without a public hearing • City planning committee to be established. Nancy Taylor will represent Planning and Zoning committee

  16. Accomplishments • Planning next fund raiser, which will probably be the Spring Garage Sale • Kitchen Floor issue has been fixed.

  17. Issues Attendance was low for September. Average per day was 42. They have tabled moving the sign, until Spring. Dishwasher issues continue, White River is following up on this issue. Dallas is suppose to be following up on leak per Betty.

  18. Issues • Betty will be out 4-6 weeks due to illness. The Center will be covered by volunteers.

  19. City Campground and ParksSEPTEMBER, 2013 Status • Accomplishments • Still quite a few campers. • Plans Two inch pressure regulator will be installed in main line in the next couple of weeks.

  20. Community Education CenterOctober 14, 2013 Accomplishments Held Official Registration Sept 10 w/ free coffee and pastries. Registration was very light. Only 3 courses received enough participation to hold classes for Fall. Held newest one day class in Herbs/Lavender with new instructor, Erica Clements. Well received. Natural Herb/Spa class also well attended. Still offering timeshare guests 1 Day classes including Oil Painting, Ukrainian Egg decorating, Jewelry Making, Relaxation Techniques, Basic Guitar. Participation is dropping off. Had booth at Health Fair - Exercise Your Brain – collected 32 new names & email for contact database. Offered flyers, held drawing for 1 free annual registration, 1 free oil painting from D. Sexson, 1 pr custom made earrings from Bettye Ann Cooper.

  21. Community Education CenterOctober 14, 2013 Plans • Attending free workshops offered by AR Dept. of Human Services. October 18 is Recruiting/ Incentivizing volunteers. November 8 class is Grant Writing. • Held Facebook for beginners class with new instructor, Deb Bond. Next session in October is full, waiting list for next session is filling, probably in December. • Plan to hold another Safe Driving class on Nov. 19 with sponsor, Doug Landry, A+ Insurance providing donation for Ed Center to keep cost low. • Plan to offer 1 Day classes to conference attendees /spouses. Working on brochure & pricing w/ Wilba & Bob • Spoke at xi Gamma Zeta sorority luncheon to promote Ed Ctr. Issues • No Issues known at this time.

  22. Economic Development October 14, 2013 Status • Arkansas Economic Development leadership to visited Fairfield Bay on October 2nd along with Arkansas Arts Council Program Manager, Ms. Janet Perkins • Planned community coalition meeting planned for Cherokee Village on October - Acting on Representative Dale’s recommendation, Jack Critcher from the Arkansas Municipal League will participate. • In discussions to possibly bring additional medical facilities to Fairfield Bay. Town hall scheduled for Wednesday.

  23. DEPARTMENT OF BUILDING SAFETY • ACCOMPLISHMENTS: • Conference Center projects. • PLANS: • Plumbing re-certification in November • Eight hour training course for electrical license renewal in late December. • ISSUES:. • No issues at this time.

  24. EDA/DRA GRANT STATUS • Accomplishments • Conference Center EDA is nearly completed- just punch list • Sewer completed and operational • West Cliff crossing at Lynn Creek contract signed on October 9th. Work to begin the week of October 28th. Contract is for 120 days with $1,000 damages for any day slip. Will save $3,000 by moving EDA sign from Conference Center to Crossing site. • Have used all $300,000 line of credit funding, reimbursement schedule appears to be adequate to get us through construction of road • Plans • Put together all the cost documentation for funds expended on Conference Center. Road work will not require as many separate purchase orders.

Our Town Conference and Visitor Center • Lodging • Herman’s making excellent progress on getting private units for rental program • Mr. Waters is making progress on Shadow Ridge Villa updates • Food • Little Red menu choices developed • Liquor license application in progress • Gran request in for kitchen upgrade • Fundraising • More than $90,000 to date. If all the grants out come in we will come very close to the $180,000 goal • (NCA) Art Gallery • Art is in the gallery and on display • NCAFA&E • Piano moved • Office established in the Conference Center

  27. GRANTS IN PROGRESS • Trails • We received Arkansas Highway Department Recreational Trail grant. Total project at $50,000 (80/10/10)- Joint City/Community Club Grant- Received approval from the Arkansas State Historical Preservation Office. Next step is the environmental assessment from the Arkansas Highway Department. Considering putting in a Professional Disc Golf Course as we do this trail. • Rambling Cove Trail Fit for Life grant resubmitted- resolution tonight- $35,000 no match quarter mile trail • We are submitting two road improvement projects for paving consideration • Animal Shelter road (.25 miles)- no go • Castle Ridge (.4 miles)- increased to 1.8 miles from Snead to Circle Acres Road

  28. GRANTS IN PROGRESS • Received notification of preapproval for an Justice Assistance Grant of $4,3000 for our police department. Request must be in by October 21st. • Received 50/50 grant for additional fire equipment (nozzles, etc.) • GIF Conference Center Grant requests made • $25K for funding wheelchair lift assist • $9.4K for Wi-Fi and computer accessories • $45K for kitchen equipment and installation • Fire equipment grant submitted to FEMA for about $30K of equipment • Plan to request matching rural development grant for the Animal Shelter- due December 11

  29. Mayor’s Report • Great job by all with the Conference Center grand opening! • Excited by all of the opportunities ahead for us • With your help and all of the people who live here, we are creating a great future for Fairfield Bay
