Project Planning • When? • Project Planning should occur long before funding opportunities arise; this allows sufficient time to develop the project scope and budget and to build public support. • Advanced planning will improve your chances of getting the right funding for the right project • How? • ODOT has a number of resources available to help plan projects once local jurisdictions have identified their needs and priorities Planning
