Project Proposal Virtual EPC Engineering Technology Zones
Virtual Technology Zones and Distributed Engineering • Developing country technology zones • Cross borders technology zone = • Multi-national distributed engineering • Development of engineering teams • Rapid mobilization • Fast track, collaborative, integrated execution • Sharing of standards, practices, expertise • Monitoring and control
Project Overview • Specify and perform real world cross-national distributed engineering pilot leveraging: • Advanced knowledge exchange research and practices performed in industry and academic settings • Advanced technologies • Multiple company and academic institution partnership
Goals • Real time exchange and integration of full range of EPC engineering expertise, information, and services among companies and academic institutions, regardless of size and locale. • Via the above: • Maturing and leveraging developing country engineering skills. • Fast track, low cost project mobilization and execution.
Objectives • Framework specification and models for real time exchange and integration of engineering information, expertise, and services (partnerships, processes, protocols, tools). • Pilot proof of concept, engaging developing country engineering technology center, leading academic institutions and EPC companies in performance of selected EPC projects. • Iterative measuring and tuning of the framework to reach specified pilot performance goals relative to: • Developing country skill growth and utilization • Fast track, low cost project mobilization and execution • Model for performing cross business and academic institution projects of this type in the future.
Partnership • Academic Partner • e.g. Stanford Media-X, CIFE • EPC Company Partner • e.g. Bechtel, Fluor • EPC Client Partner • e.g. Shell, GE, DOE • Common Interest Non-EPC Partner • e.g. World Bank, NASA, DOD • Developing Country Engineering Tech Center • e.g. Tech center in China or India • Technology Partner • e.g. IBM
Partnership Value • Effective merging of disparate business and academic cultures and values to achieve common goals is an important part of this effort • Academic Partner • Research methodology applied to framework specification, modeling, testing, measurement, and tuning • High-tech project/team collaboration and concurrent engineering process, protocol, and tool research • Organizational behavior research (trust, self interest, incentives, etc.)
Partnership Value • EPC Company Partner • Real world setting for testing and proving concepts • EPC processes and operations expertise • EPC subject matter expertise and resources • Connection to EPC vendors, consultants, clients • EPC Client Partner • Large projects requiring multi-national support • Knowledge exchange and integration expertise and experience • Common Interest Non-EPC Partner • Knowledge exchange and integration expertise and experience • Developing country advancement focus • Sustainable development focus
Implementation Steps • Phase 1 (6 months) • Develop Preliminary Proposal • Build Partnership • Finalize Proposal • Approval to Proceed with Phase 2 • Phase 2 (6 months) • Gather Information (existing research, practices, experience, expertise, tools, requirements) • Develop Framework Specifications, Prototypes, and Models • Develop Pilot Implementation Plan • Approval to Proceed with Phase 3
Implementation Steps • Phase 3 (6 months) • Perform Preliminary Pilot • Establish technology infrastructure and tools • Setup initial processes and on-line resources • Establish working relationships and practices • Test and refine key concepts • Adjust framework specification and models • One or more cross-company specialty communities engaged to support one or more EPC projects • Approval to Proceed for Phase 4 • Phase 4 (6 months) • Perform Full Pilot • Final Report
