BackgroundSB135 – PadillaGovernment Code Section 8587.8 Our Task • Develop a comprehensive statewide earthquake early warning system in California through a public private partnership. • Identify funding sources by January 1, 2016 • Must not specify the General Fund as a funding source • Approved by Governor Brown September 24, 2013
Goals and Objectives • Goal: • Provide advance notification tens of seconds before shaking • People move to safe zone (under table) • Slow and stop trains (BART, Metrolink) • Isolate hazards (equipment, chemicals) • Today: • ShakeMap in 5-10 minutes • Location • Magnitude • Ground shaking
Objectives(Meets the intent of SB135) • Model: The state shall develop an EEW model that represents a public/private partnership, and a cost effective and reliable system. • Management: The state shall formalize an EEW organization structure that incorporates existing roles and responsibilities, such as the CISN. • Standards: The state shall have an approval mechanism to ensure appropriateness of EEW standards, how they apply to various EEW components, compliance and participation criteria. • Education and Training: Cal OES shall convene a group of subject experts and stakeholders to develop and implement California’s EEW education and training. • Funding: Cal OES will develop a distributed funding model.
Build Upon CISN • Earthquake notification system • Within Seconds: • Provides detection, magnitude, depth, location and time • Within 15-30 Minutes: • Provides worldwide earthquake coverage from global partners
Define the System Scope = $$$
Sensors and Telemetry • Requires • Uniform coverage along fault zones • Uniform station coverage • Sustainable 24/7 operations
When will implementation begin? 1 2 3 4
Cost Factors • Initial Construction Costs • New or upgraded seismic stations & GPS stations • Significant field telemetry upgrades • Annual Operation and Maintenance • Staffing for: • Implementation and testing • Operation and user outreach • Continued Research and Development
