API RP 17 S UpdateSubsea Multi-phase Flow Meters Presented by: Ray Fleming Jan 18, 2011
Background • Subsea MPFM offer a number of benefits • Enhanced recovery resulting from improved measurement • Enabling certain subsea tie-back configurations • Improved subsea surveillance • Performance to date has been sporadic and the benefits are not being realized • Intent of the RP is to provide guidance in order to achieve a consistent standard of meter design, manufacture, test and operation
Proposed Action • First phase is to develop a basis draft, taking the results from Deepstar and available RPSEA material on subsea multi-phase meters • Initial draft RP will be in API format • Second phase, involving the 17S working group will further develop and finalize the API RP in preparation of an early vote • A proposal has been made by Letton-Hall to accelerate the RP development • Phase 1 estimate is $25,000 • Phase 2 estimate is 32,500 • Proposed start date 1 April 2011
