Exiled again to St. Helena -Napoleons Empire in 1812- much of Europe is either under Napoleons direct control, or is ruled by his family members. There are some countries that have alliances with Napoleon- did they really like him? (No, they just didnt want to be attacked themselves)
-In some ways, Napoleons rule over some areas might have been welcomed, b/c the Napoleonic Code promised the end to feudal dues, jobs open to talent, equality before the law to citizens. So this might have helped some members of the middle class and peasants.
- But Napoleons rule also brought nationalism. Some people resented being ruled by a foreign speaking King, who had different religious views (Spain for example) They also resented that the taxes they paid to Napoleon were being used to pay for France to wage more war and take over more land.
-In 1805,, Napoleon still wants Britain. He makes a plan to attack them by crossing the Channel and invading by land. But Britain still has naval superiority over France, and when Napoleon was bringing his fleet from the Med. Up to England, he got his fleet smashed by Lord Nelson at the Battle of Trafalgar.
So, then he plans to use economic warfare against England, and launches the Continental System. Economic warfare that blocks all British goods from entering any land that Napoleon or his allies control.
Russia, his most powerful ally is forced to submit to the Continental System and King Alexander does not like the effects it is having. Equally powerful political and military states will prevent further acts of domination (France has a proper place in this balance, so dont weaken them excessively)

Restore traditional ruling families to thrones and reestablish absolutism
Intervene in any country that faces revolutionary threats to protect monarchy governments
