Long Term Strategy for Population Surveys in Scotland Sara Grainger Office of the Chief Statistician
Context and Considerations • Previous strategy • ONS Integrated Household Survey • Census 2011 • Limited field capacity • Respondent burden • Increasingly limited resources • Emerging methods and technologies • The Statistic and Registration Service Act
NPF, SOAs and the Improving Local Indicators Project • Some outcomes may best (only?) be measurable through surveys • e.g. fear of crime, satisfaction with services? • 1 in 5 indicators in the I.S. Menu Version 3 are from national population surveys • Many more indicators used in SOAs are from local resident’s surveys or citizen’s panels • A strategic approach to surveys across Scotland is needed
Harmonised Core Questions • Harmonised for output • All major SG population surveys will ask the mandatory harmonised core questions • Harmonised with Scottish Census and UK surveys • Will pave the way to pooled samples • Better for smaller geographies and small population groups • Recommended for local surveys • Extend the core / develop harmonised questions for Single Outcome Agreements?
Finalised Questions • Gender • Age last Birthday & DOB • Ethnic group • Religion • Accommodation Size: No of rooms • Accommodation Size: Number of bedroom • Accommodation Type • Tenure • Highest Qualification Held/Qualifications Held • Self Perception of General Health • Employment/Economic Status (incorporating ILO unemployment)
Questions in progress • (Legal) Marital Status & Living in a Couple • Limited Long term illness & disability • Access to car/van • Education status • Full/part time • Banded Household Income • Residence 1 year ago • Mode of transport to work/school • Attendance on government training programme • Household relationship matrix • Sexual Orientation **
Data Management • Increased efficiency of data management within Scottish Government • Centralised, non-overlapping sampling? • Centralised data storage? • Centralised data management? • Maintain high security and compliance with Data Protection Act • Explore methodological and ethical issues around pooling samples
Respondent Burden and Response Rates • Address concern over falling response rates on quality of data • Manage respondent burden • Capitalise on new technologies and methods of surveying the population- Different modes of data collection?
Analysis and Dissemination • Increase the use made of survey data: • Increase accessibility and user-friendliness of survey results and datasets • Provide better support for data users • How to disseminate pooled sample results?
Scottish Household Survey • To be reviewed in 2010 • Review will be informed by the improving local indicators project
Delivery • The Scottish Population Surveys Co-ordinating Committee • Population Surveys Working Group • Survey Managers Network • Longitudinal Research Network • Delivery plan to be considered by SPSCC tomorrow • SPSCC membership overlap with the improving local indicators project board and co-ordination group • SPSCC will be kept informed of emerging themes from the ILIP
