  4. Fixed Broadband Access, moving towards NGN • Voice over Broadband is a driver for unlimited national calls : • More than 1 million of subscribers by end of March 2005. One VoB provider is not so far from the million of subscribers. • Internet access offers towards higher bit rates : • DSL national coverage is planned by end 2005, • ADSL 2+ (up to 20 Mbps) roll out is already planned. • Triple play enablers : • Home gateways market is moving on: more than 1,5 million of home gateways on the French market, • Pay TV on DSL offers with various ISPs. NGN : the strategic data • The value of service creation increases with NGN. • The strategic data to support service creation : • Presence, • location, • subscriber profile, • buddy list, • privacy, • numbering, naming, addressing, • terminal equipment and home gateway features, • … • Will Access to these strategic data become an issue? Standardisation and regulation • Regulatory issues to be embedded by standardisation : • Emergency calls, • legal interception, • numbering, • number portability, • quality of service (parameters, grade of service, etc.) • control of expenditure, • caller location, • privacy, • network integrity , • interoperability of pan-European services, • frequency issues, etc. • Competition issues to be embedded by standardisation : • Relevant markets : standards to improve competition, standards to improve access to, and use of, specific network facilities, etc. NGN Workshop - 22 June 2005

Time Standards : You are “in” or “out”… Regulation Standardization Supports the objectives of EU Framework Fine tuning of market sector (ex ante regulation) Standards and regulation are interlinked by default, standards also need to support competition objectives, lack of standardisation will delay introduction of competition on retail markets. ETSI and ECN&S regulatory framework • ETSI established an ad-hoc group on Electronic Communications Networks and Services (OCG ECN&S) • To provide a horizontal co-ordination for issues related to the ETSI support for the implementation of the European Directives; • to co-ordinate ETSI contributions to the definition of the Framework Directive Article 17 “List of Standards”; • to share views and understanding between regulators and ETSI technical bodies experts on regulation and standardisation issues. • OCG ECN&S : A meeting place for coordination between regulators and ETSI technical bodies experts on regulation and standardisation issues. To achieve the goals… • Standards must be market led / driven: • The market longs for services and applications, • technology is not an end in itself. • Standardizers and Regulators must co-operate : • Global market place for telecommunications, • ETSI adapted its structure for such cooperation (OCG R&TTE, OCG ECN&S). • Standardizers must work with Regulators for innovative solutions in order to: • Encourage smart technological development, • ensure a stable environment for investment.
