  2. Four Guiding Principles: • Spend funds quickly to save and create jobs • Improve student achievement through school improvement and reform • Ensure transparency, reporting, and accountability • Invest one-time ARRA funds thoughtfully to minimize the “funding cliff.”

  3. Preliminary Timelines – end of March 2009 • By the end of March 2009, applications for SFSF will be available • 50% of Title I, Part A recovery funds will be available • 50% of IDEA Part B and 50% of Preschool Grants • Education for Homeless Youth
