Cooperative Metrology activities in SEA-EU-NET Presented by Tanfer YANDAYAN Chief Researcher, TÜBİTAK UME, Turkey ASEAN-EU STI Days (21-23 Jan 2014) Session 1 : “Metrology as a key enabling technology” 22 Jan 2014 - Bangkok - Thailand
Contents • Short information on European Cooperation in Metrology Research • Metrology Task (2.6) in SEA-EU-NET 1 • Task 2.6 Activities in 2008-2012 • Metrology Task (3.3) in SEA-EU-NET 2: Collaboration in Metrology • Task 3.3 Activities in 2013 • Conclusion and Recommendations
Short information on Metrology and EMRP Metrology, the science of measurement, plays a role in virtually all areas of human life: from consumer protection, trade, industrial production to areas such as energy, environment, health, security, communications & transport. Metrology is a key enabling tool for fundamental research & innovation in other areas ! EMRP, European Metrology Research Programme, implemented by EURAMET, European Association of National Metrology Institutes (NMIs) (under Article185), enables NMIs, industrial organisations and academia to collaborate on joint metrology research projects. EMRP → Calls in (2009 – 2013) Still possible to use mobility grants (up to 2017)
Short information on EMPIR EMPIR, European Metrology Programme for Innovation and Research : successor of EMRP that will be implemented by EURAMET on the basis of Article 185 EMPIR will continue to enable European metrology institutes, industrial organisations and academia to collaborate on joint research projects within specified fields. Industrial Sectors • Protecting Man & Environment • Physical & Exact Sciences • Biological Sciences • Measurements & Standards • Electronics, IT & Telecommunications • Energy Scientific Disciplines • Exact & Natural Sciences • Interdisciplinary Sciences • Public Health • Life Sciences • Technical & Applied Sciences Main Target Audience • Universities / UAS • Research institutes • Industry / SMEs • Public administrations EMPIR will • address Grand Challenges mostly in the areas of energy, environment & health • open up collaborative research with other research organisations, industry, and metrology Institutes inside and outside Europe. EMPIR → Calls in (2014 – 2020)
Metrology Task (2.6) in SEA-EU-NET 1 SEA-EU-NET (1) 2008-2012 TASK 2.6 (2008-2011) :Inventory of EU and SEA Policies on Metrology and Standardisation (Scientific, Industrial, Legal metrology; Organisations in metrology and standardisation) Deliverable Number: D 2.1 (Report to EC - submitted to the EC in APRIL 2011) “Report on the existing metrology structure and standardisation; recommendations for general harmonisation and cooperation between SEA and EU” Top-up TASK 2.6 (2011-2012) :Facilitation of cooperation activities in “metrology research” based on the information taken from the Task 2.6 report to EC (D 2.1) • Initiate some cooperations in metrology research projects between EU and SEA • Get some good examples to accelerate the further cooperations
Task (2.6) Activities in SEA-EU-NET 1 (2008 – 2011) • Questionnaires sent to organisations in SEA and EU. • Face to face interviews in below given events • Search in the websites and get documentations Events & Presentations • Presentations to ASEAN COST (Committee Of Science and Technology) in Bali, May 2009 • Events in KL, Malaysia, Dec. 2009 in APMP meetings-2009 • Events in Pattaya, Thailand, Nov. 2009 in APMP meetings-2010 Interview of directors & key researchers, awareness on Fp7 and EMRP
Delivery in SEA-EU-NET 1 (D 2.1) - April 2011 The report contains: Existing structure, facilities & capabilities Existing cooperations Recommendations for better cooperations in science of measurement Proposed Models for cooperations in metrology research Metrology Contact Points (MCPs)
A model for cooperation in metrology using IIF-Marie Curie 3 1 2
Application of the model for cooperation in metrology using IIF-Marie Curie 22 research projects offered by EU metrology organisations (2011) 3 researchers applied for IIF of Marie Curie (2011) 9 research projects offered by EU metrology organisations (2012) No applications for IIF(2012) 1 Problems Low intention from SEA Difficult to find high level researchers in SEA National Metrology Institutes No SEA researchers from Universities or Abroad ! - We could not get 2 3 & work !
Other activities of Task 2.6 (2012) SEA National Metrology Organisations in EMRP projects ! • Based on the information on Task 2.6 report, Thailand (NIMT) and Indonesia (KIM-LIPI) were invited to EMRP Project proposal “ANGLE METROLOGY” in 2012. • Both NMIs have state of the art facilities in Angle Metrology established by Japanese aid programme !
Metrology Task (3.3) in SEA-EU-NET 2 SEA-EU-NET (2) 2012-2016 TASK 3.3 (2012-2016) :EU-SEA collaboration in Metrology Objectives • Inform SEA researchers for EMRP and EMPIR • Inform SEA researchers about European metrology research projects • Facilitate involvement of SEA researchers in the metrology research projects • Create awareness about opportunities for research collaborations in Metrology Activities • Identify and invite experts working in European Metrology research projects in the areas of Health, Food security and safety and Water management for the workshops of WP2 as well as general conferences • Promote and make arrangements for mobility of researchers between EU and SEA in the areas of metrology research projects The aim is to facilitate the cooperation between SEA & EU in Metrology Research !
Task 3.3 Activities in SEA-EU-NET 2 (2013) Dr. Zakaria (NML-SIRIM) “SEA-EU-NET 2 Event”in Taipei, Taiwan, (22-23 Nov 2013) during APMP 2013 meeting Subject: “Establishing a National Infrastructure to Support Good Measurement in Chemistry” Attachedto “PTB-APMP Project PlanningWorkshop forMetrologyin Chemistry” Prof. Taylor (JRC IRMM) Dr. Sahin (TUBITAK UME)

Task 3.3 Activities in SEA-EU-NET 2 (2013) Event in Taipei, Taiwan, (22-23 Nov 2013) during APMP 2013 meeting Subject: “Establishing a National Infrastructure to Support Good Measurement in Chemistry” Invited speaker by SEA-EU-NET : Prof. Philip Taylor Head of Unit Knowledge Transfer and Standards for Security Joint Research Center, Institute for Reference Materials and Measurements (JRC IRMM) Metrology in Chemistry Education Programmes in European Union • Euromaster Programme: Metrology in Chemistry • Summer School : Metrology in Chemistry http://www.msc-euromaster.eu/webapp/website/website.html?id=252
Conclusion and Recommendations • It is possible for SEA metrology organisations to take part in EMRP (European Metrology Research Projects) currently as unfunded ! • Other funding mechanisms must be searched for such participations ! • Metrology research areas in which SEA organisations can take part may be included in ERA-NET topics ! • More help from high level SEA authorities to encourage SEA researchers !
