Continue PRSP Implementation since 2000 Civil Society Organizations are participating in the Formulation Process of PRSP-The Third Generation Monitoring and Evaluation - Inputs - Outputs - Outcomes Role of Government and Civil Society Organizations-CSO, and grown over the years
INPUTS • Budget Directorate of Ministry of Finance • CSOs - Set up committees in districts - Use PETS tools, to establish availability of funds at service delivery points, and used for the designated purposes. • CSO provide independent reports that validate those of local government
OUTPUTS • Implementation of responsibility rest with the local government-56 supervised by Central Sector Ministries • Value for money audit. • CSO verify quality and quantities
OUTCOMES • Played role in Selection of Indicators to use/ • Consumption expenditure measures from household survey • Uganda Participatory Poverty Assessment brings in CSOs • Expenditure indicators not a reflection of well being • CSOs have assisted government to identify relevant monitoring indicators • Outcome indicators of poverty head count complemented with the information on sources of income • The review of expenditure patterns, e.g. items on which monies are being spent by the households. • CSOs have provided information on changes in different socio-economic groups such as children, remote communities, pastoral communities. • Measuring of beneficiary satisfaction in service delivey.
