2. Youth PolicyCommission White Paper (November 2001)The White Paper describes youth work as part of the overall package of lifelong learning and demands: – a clearer definition of the concepts, of the skills acquired and of quality standards– a higher regard for the people who become involved in these activities– greater recognition of these activities– greater complementarity with formal education and training.

First evaluation of Europass 2008 • Europass is particularly used by people with higher educational levels. • CV should be easier to fill in for people with lower skills' levels and it should also be possible to tailor your CV. • “Personal skills and competences” sections in CV to be further refined. • Further support and information on how to complete the documents requested. • Detailed guidelines on how to formulate skills and competences required.
Follow-up • Development of a more flexible Europass CV including a self-assessment service • to allow people to better identify and describe their learning outcomes in terms of knowledge, skills and competences • in particular skills and competences acquired through non-formal and informal learning.

A EU Strategy for Youth – Investing and Empowering A renewed open method of coordination to address youth challenges and opportunities COMMUNICATION FROM THE COM TO THE COUNCIL, THE EUROPEAN PARLIAMENT, THE EUROPEAN ECONOMIC AND SOCIAL COMMITTEE AND THE COMMITTEE OF THE REGIONS • Investing in Youth: putting in place greater resources to develop policy areas that affect young people in their daily life and improve their well being. • Empowering Youth: promoting the potential of young people for the renewal of society and to contribute to EU values and goals. • Fields of Action: Education, Employment, Creativity and Entrepreneurship, Health and Sport, Participation, Social Inclusion, Volunteering, Youth and the world • E.g. Education: Objective - Complementary to formal education, non-formal education for young people should be supported to contribute to Lifelong Learning in Europe, by developing its quality, recognising its outcomes, and integrating it better with formal education • New role of youth work: Objective -Youth work should be supported, recognised for its economic and social contribution, and professionalised
