  9. Provinces spent 61% (R4,7bn) in 2005/06 on capital expenditure whereas maintenance reached 39% (R3,1bn). • The high proportion of capital expenditure is as a result of the current backlog that we face. • In the long run there should be a balance between the two.

  10. EPWP • We have increasingly adopted labour intensive methods to: • Capital road works • Road maintenance • National replication of best practice: • Gundo-Lashu through Vuk’uphile guidelines and roll out • Zibambele through Zibambele guidelines and roll out
