Recommendations of the First Technical Workshop on Standards for Hazard Monitoring, Database/Metadata and Analysis to Support Risk Assessment, 10-14 June 2013Thematic Issues to be addressed (1/2) • To establish hazard definitions and a hazard classification scheme, with attention to the spatial and temporal interrelationships of the hazards, which meet the needs of the risk assessment community, response agencies and other key sectors. • To establish good practice principles for hazard monitoring and mapping in support of risk assessment. • Establish common format and methodologies for development and interoperability of relevant databases and metadata in linkage to the definitions: • Include analysis of conversion capabilities • Format to be shared by every country. • Examples of IRCC and Aviation Database (To be clarified) • Need for enhanced cooperation and data exchanges intra-country, trans-boundary, regional and international on hazard data/metadata • That WMO through its formal data sharing TT to investigate and explore opportunities for enhancement of hazard information sharing • Design, assess human and financial resources needed and propose a pilot to demonstrate the above concepts (building on capacities and activities of WMO TC and other partners engaged in relevant projects in these areas) Subject to on-going consultation with Technical Commissions) • Identify specific cross-commission cross-agency demo project, activities, databases, etc) (based on best practices and lesson leaned from cross-commission cross-agency projects) relevant to • Loss and damage • Risk assessment and analysis that is needed • Need for education and training and systematic capacity development projects to build these capacities • DRR Projects offer the platform for pilots
Recommendations of the First Technical Workshop on Standards for Hazard Monitoring, Database/Metadata and Analysis to Support Risk Assessment, 10-14 June 2013Institutional Issues to be addressed (1/2) • Establishment of a team of DRR focal points of Technical Commissions and Technical Programmes (TCP, WCRP, CAS/WWRP, WIGOS/WIS/GDPFS) and Education and Training Programme of WMO (ETR) (Subject to further consultation with the WMO TCs, Technical Programmes and inter-commission activities such as WIGOS) • Meets annually face-to-face and as needed via Webex, etc • DRR Focal Point meetings are funded by DRR Programme Budget • Develops recommendations, inter-commission and programme projects and activities for consideration of the TCs and TPs • Sets up relevant multi-disciplinary Task Team(s) with relevant expertise to work on concrete projects on priority issues with DRR Expert Advisory Group on HR (funded by DRR Programme budget) • Carries out on-going consultations with the Management Groups of TCs, TCP, and other inter-commission mechanisms (WIGOS) and PTC mechanisms on the work planning and related issues
Follow up to June Hazard Workshop A comprehensive WMO Technical Report including foundation materials and recommendations/priorities of action: • All documents, presentations prepared and presented in the workshop as the foundation knowledge underpinning the recommendations • Revised and updated documents to be submitted to WMO by 15 Octobre 2013 for inclusion in the publication (2) A document on from damage and loss data to risk modeling and assessment and needs for Hazard information to be commissioned through a multi-authorship for inclusion (Request from WMO SG to UIN-ISDR to commission a multi-authored paper) (3) Synthesis of trends, common factors among good national practices toward impact-based decision-making to be carried out and included in the report (Synthesis of national practices and key principles of these good practices) (4) A synthesis of Tech Commissions and Technical Programmes key projects, databases, tools and methodologies, guidelines, manual and standards to be included in the report (meeting of the TC and TP DRR Focal points in october 2013 to synthesize relevant areas of TC, opportunities to feed into concrete ecommendations of actions ?) (5) Develop a roadmap and plan of action for implementation of Guidelines and standards
