Electronic Certification Background Washington’s current educator certification system is: • Based on an antiquated paper process. • Paper applications are keyed • Supporting documents are stored on microfiche. • Current process collects only a limited amount of data
E-Cert Objectives • Reduce the processing time for educator certificates • Self serve customer service eliminating • 2500 calls a month, 2600 emails, 10,000 phone tree hits • Automated email for educator activity and dissemination of information • Reduce the number of emergency, temporary permits issued because of processing backlog • Allow for the collection of professional development credits. • Streamline payment • Streamline electronic documents • Provide needed educator data for PESB, research, and analysis
The e-Cert system will take a microfiche system and replaced it with electronic receiving, reviewing and issuance process
Electronic System Goals The new system should have the following high level functionality A self-service system to apply and pay for educator certifications and provide customer service information such as: • an educator professional profile • processing status • and electronic communication. Access to Electronic transcripts for educator preparation and post certification education. Professional development tracking Backend processing to include imaging of all supporting documents and a workflow process to work from those images rather than paper.
